RECOMMENDATION:
It is recommended that the Board of Supervisors:
Ratify and authorize the Contracts/Purchasing Officer to sign a Facility User Agreement with the Food Bank for Monterey County, for the period of June 23, 2014 through August 8, 2014.
 
SUMMARY/DISCUSSION:
The Food Bank for Monterey County (FBMC) was awarded a grant from the United States Department of Agriculture through the State of California Department of Education Nutrition Services Division to establish a Summer Food Service Program (SFSP).  The SFSP was established to ensure that low-income children continue to receive nutritious meals when school is not in session.  Free meals, that meet Federal nutrition guidelines, are provided to all children at approved SFSP sites in areas with significant concentrations of low-income children.
 
SFSP operates during school vacations, primarily in the summer months.  In their effort to identify a location that would be easy access for low-income children to receive their free meals, FBMC contacted the Monterey County Health Department's Women, Infants, and Children program (WIC) to discuss the use of a room within the WIC facility, located at 632 East Alisal Street in Salinas, as a potential service site.  The Health Department welcomes this collaboration, and WIC has identified a room that may be used by FBMC to serve prepared meals to the children.  
 
The WIC site is a leased property.  Consent from the Lessor has been obtained in written form, authorized by the County Contracts/Purchasing Officer.   
 
This work supports the MCHD 2011-2015 Strategic Plan Initiative No. 1, Empower the community to improve health through programs, policies, and activities.
 
OTHER AGENCY INVOLVEMENT:
County Counsel and Risk Management have reviewed and approved this Agreement as to legal form and liability provisions respectively.  A copy of the Facility User Agreement is on file with the Clerk to the Board.
