RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors adopt a Resolution to:

a.  Approve and authorize the Director of Health or Assistant Director of Health to execute an Agreement between the County of Monterey and the Board of State and Community Corrections that will provide local jurisdictions capacity for local projects addressing public health and safety associated with the implementation of the Control, Regulate and Tax Adult Use of Marijuana Act, for a term retroactive to May 1, 2023 through October 31, 2028, for a total Agreement amount not to exceed $2,972,769;

SUMMARY/DISCUSSION:

The County of Monterey Health Department’s Public Health Bureau is seeking to enter into an agreement with the Board of State and Community Corrections (BSCC) to enhance public health and safety efforts associated with illicit and youth cannabis use. 

 

The goal of the BSCC Proposition 64 Cohort 3 grant proposal is to fund projects that assist with law enforcement efforts, public health, safety, and other local protection efforts. Through a collaboration with the Monterey County Sheriff’s Office, Public Health staff will address key priorities through a county-wide cannabis effort. The project will integrate three project purpose areas: 1) youth development and prevention; 2) public health; and 3) public safety.

 

Youth development and prevention will be addressed through a collaboration with the Epicenter to offer at-risk youth healing of personal and community trauma through art programming. Grant funds will allow Epicenter to expand their existing services to include a county-wide prevention approach to selected at-risk high school students to provide small group art classes. Art classes will provide a safe space to bridge art and emotional healing as an expressive non-verbal outlet to elicit conversations not limited by words to express emotions and increase resiliency. Developing proficiency in the arts can promote feelings of self-efficacy and identity development - both of which are indicated in the prevention of mental health and substance use disorders.

 

Public Health will be addressed through education and social marketing efforts. Cannabis Education Program staff will provide school-based cannabis education and facilitate parent presentations throughout Monterey County. Grant funds will expand the existing social marketing campaign intended to address the illicit cannabis market. This effort was started in Cohort 1 and Cohort 3 will provide new social media messaging, and the expansion of the visual component, art as healing, utilizing [Cannabis] Decoded.

 

Public safety will be addressed through a collaboration with the Public Health Cannabis Education Program and Monterey County Sheriff’s Office. Staff will work together to create a cannabis safety sub-committee focused on 1) theft and violence, and 2) safe cannabis consumption. With input from the Safety Sub-Committee the Sheriff’s Office will utilize grant funds to complete a one-year pilot of 25 Flock Safety cameras to assist in preventing and identifying criminal activity at various cultivation and manufacturing sites within the unincorporated areas of Monterey County.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goals: 1. Empower the community to improve health; and 2. Enhance community health and safety through prevention. It also supports two of the ten essential public health services, specifically: 3. Communicate effectively to inform and educate people about health, factors that influence it, and how to improve it; and 4. Strengthen, support, and mobilize communities and partnerships to improve health.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed and approved this Agreement as to legal form. Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.

 

FINANCING:

The requested activities are funded 100% by the BSCC grant agreement.  There are sufficient appropriations in the Health Department’s (001-4000-8124-HEA003) FY 2022-23 Adopted Budget and FY 2023-24 Requested Budget.
