RECOMMENDATION:
It is recommended that the Board of Supervisors acting as the Board of Directors of the Pajaro County Sanitation District adopt a Resolution for the Pajaro County Sanitation District to certify compliance with State law with respect to levying general and specific taxes, assessments, and property-related fees and charges for the Pajaro County Sanitation District.
SUMMARY
Pajaro County Sanitation District annual service charges fund operations and maintenance of the sewer system. To levy annual service charges, the Board of Supervisors acting as the Board of Directors of the Pajaro County Sanitation District must certify compliance with State law and authorize/direct the Auditor-Controller to enter the service charges for each respective parcel on the tax roll.
DISCUSSION:
On July 9, 2024, the Board of Supervisors of the County of Monterey, acting as the Board of Directors of the Pajaro County Sanitation District, adopted Ordinance No. 05420, amending Section 16 of the Pajaro County Sanitation District (PCSD) Ordinance No. 05054 to provide for the collection of sewer charges through the County of Monterey (County) Property Tax Roll beginning with Fiscal Year 2024-25.
A Resolution has been prepared to collect annual PCSD sewer service charges on the County Property Tax Roll for Fiscal Year 2026-27 in compliance with State and County Requirements. As required, the Resolution contains a report of sewer service charges for the property owners of record in the PCSD (Attachment A).
OTHER AGENCY INVOLVEMENT:
Placement of annual assessments on the property tax roll is facilitated by the Office of the Auditor-Controller.
FINANCING:
Internal expenses for the collection of sewer charges are minimal and include staff time to prepare the annual report and proposed Resolution. The Auditor Controller’s Office charges administration costs of 0.25% of revenue collected on the County Property Tax Roll. The estimated 2026-27 revenue from PCSD sanitation billing is $1,757,832 resulting in an estimated charge for the Auditor-Controller of $4,395.
