Support the request to:
a. Authorize the Auditor-Controller to execute an operating transfer of $250,000 from the 1991 Social Services Realignment Subaccount (025-0255-5010-SOC012-CMS) to the 1991 Health Realignment Subaccount (025-0254-4000-HEA013-PH) to fund the Bright Beginnings program (4/5ths Vote Required);
b. Authorize the Auditor-Controller to execute an operating transfer of $1,218,318 from the 1991 Social Services Realignment Subaccount (025-0255-5010-SOC012-CMS) to the 1991 Health Realignment Subaccount (025-0254-4000-HEA013-PH) to fund Children's Medical Services programs (4/5ths Vote Required); and
c. Authorize the Auditor-Controller to amend the FY 2025-26 Adopted Budget to increase appropriations (operating transfer “out”) of $250,000; using fund balance of $250,000 in the Social Services 1991 Health & Welfare Realignment - Fund 025, Appropriation Unit SOC012 Fiscal Year 2025-26 Adopted Budget for redirection of Social Services 1991 Realignment to fund Health Departments’ Bright Beginnings Program (4/5ths Vote Required).

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Authorize the Auditor-Controller to execute an operating transfer of $250,000 from the 1991 Social Services Realignment Subaccount (025-0255-5010-SOC012-CMS) to the 1991 Health Realignment Subaccount (025-0254-4000-HEA013-PH) to fund the Bright Beginnings program (4/5ths Vote Required);

SUMMARY:
Bright Beginnings creates opportunities for the community to work together to ensure that children from the prenatal stage through age eight have what they need to succeed.
Children’s Medical Services (CMS) provides services to improve health status, mitigate morbidity, and reduce health disparities by ensuring access to quality preventive and specialty medical care for Monterey County children.
DISCUSSION:
The Health Department requests approval by the Board of Supervisors to transfer $1,468,318 from the 1991 Social Services Realignment subaccount to the 1991 Health Realignment subaccount. Amounts will then be transferred to operational programs in Fund 001.
Health does not request increased appropriations or estimated revenue in the 1991 Health Realignment Subaccount for these transfers because these appropriations and estimated revenue are included in the FY 2025-26 Adopted Budget.
The Department of Social Services (DSS) requests increased appropriations in the amount of $250,000 in the 1991 Social Services Realignment Subaccount because appropriations are not included in the FY 2025-26 Adopted Budget for the Bright Beginnings transfer. DSS does not request increases appropriations for the Children's Medical Services transfer because appropriations for that transfer are included in the FY 2025-26 Adopted Budget.

This work supports two of the County of Monterey Health Department 2025-2028 Strategic Plan Goals: 1. Build community power and partners’ capacity to increase equity and improve health, and 2. Provide exceptional person-centered care through accessible, community-focused health services. It also supports two of the ten essential public health services, specifically: 4. Strengthen, support, and mobilize communities and partnerships to improve health, and 7. Assure an effective system that enables equitable access to the individual services and care needed to be healthy.
OTHER AGENCY INVOLVEMENT:
Social Services has reviewed this request and concurs with the recommendations. The CAO has also reviewed this request and concurs with the recommendations. The CAO supports Health bringing this request to the Board of Supervisors without Budget Committee review.
FINANCING:
The requested action provides for the technical accounting needed to transfer the funding from the 1991 Social Services Realignment subaccount first to the 1991 Health Realignment subaccount, and then to the operational programs in Fund 001. Funding includes $250,000 for Bright Beginnings and $1,218,318 for Children's Medical Services.
The request also increases appropriations in the 1991 Social Services Realignment subaccount by $250,000 for Bright Beginnings Program transfer.
There is no impact to the General Fund.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The requested action supports the Board of Supervisors' Strategic Plan Goal A: Well-being and Quality of Life. The funds included in the requested transfer support services to improve health status, mitigate morbidity, and reduce health disparities by ensuring access to quality preventive and specialty medical care for Monterey County children.
