a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with Sable Computers, Inc, dba KIS, for $4,144 for the period May 1, 2015 - September 30, 2015 to provide assessment, design, and implementation services to install Virtual Desktop Image (VDI) infrastructure for an additional 25 workstations at the Community Benefits Care Center (Call Center), including the non-standard liability and warranty provisions contained in Sections 5 and 8 of Exhibit A; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with Sable Computers, Inc, dba KIS, for $4,144 for the period May 1, 2015 - September 30, 2015 to provide assessment, design, and implementation services to install Virtual Desktop Image (VDI) infrastructure for an additional 25 workstations at the Community Benefits Care Center (Call Center), including the non-standard liability and warranty provisions contained in Sections 5 and 8 of Exhibit A; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
Department of Social Services established a C-IV Call Center (Community Benefits Care Center) in June 2013 with 80 workstations. Sable Computer, Inc. agreement adds the additional 25 workstations to the virtual network and allows them to access both Monterey County and State resources providing a secure infrastructure while providing growth to meet Social Services needs.
The Department recommends that the proposed contract’s non-standard liability and warranty language be approved, as set forth in Exhibit A. It is the Department’s position that these modifications to the County’s standard provisions are necessary due to limited alternative resources for these services. This agreement contains the modified contractual language, and is being brought before the Board for approval.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Contracts/Purchasing have reviewed and approved this agreement, with the exception of the non-standard language which is being submitted for Board approval. County Counsel has approved the agreement as to form.
FINANCING:
This agreement is funded with Social Services Federal and State revenues and Realignment Funds. Sufficient appropriations and estimated revenues for SOC005 are included in the FY 2014-15 Adopted Budget and anticipated available for the life of the Agreement. Approval of this action will not have an impact on the County General Fund.
