a. Approve and authorize the Director of the Military & Veterans Affairs Office to sign Amendment #3 to Agreement #5010-19-185 with the Veterans Transition Center of California (VTC), to modify the scope and increase the number of beds for homeless veterans from 20 to 28 by adding two (2) four-bed Auxiliary Dwelling Units (ADUs) that comply with Americans with Disabilities Act accessibility requirements. There is no change to the contract amount ($1,400,000) or term ending date of June 30, 2025, per previous amendments; and
b. Authorize the Director of the Military & Veteran Affairs office to sign up to three (3) future amendments to this Agreement where the total amendments do not increase current amended contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Military & Veterans Affairs Office to sign Amendment #3 to Agreement #5010-19-185 with the Veterans Transition Center of California (VTC), to modify the scope and increase the number of beds for homeless veterans from 20 to 28 by adding two (2) four-bed Auxiliary Dwelling Units (ADUs) that comply with Americans with Disabilities Act accessibility requirements. There is no change to the contract amount ($1,400,000) or term ending date of June 30, 2025, per previous amendments; and
b. Authorize the Director of the Military & Veteran Affairs office to sign up to three (3) future amendments to this Agreement where the total amendments do not increase current amended contract amount and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The original agreement provides $1,400,000 of pass-through funding received by the County of Monterey Military and Veterans Affairs Office (MVAO) from the State of California Board of State and Community Corrections to the Veterans Transition Center of Monterey County to renovate housing units to create re-entry/transitional housing for formerly incarcerated veterans. Upon completion of renovations, a minimum of 28 beds per year will be available to formerly incarcerated veterans to support re-entry/transition to permanent stable housing. On 7/22/21, The Veterans Transition Center of Monterey County changed their name to Veterans Transition Center (VTC) of California with no change to their federal tax ID.
The purpose of Amendment #3 is to modify the scope of work by increasing the number of beds for homeless Veterans from 20 to 28 beds. The VTC is requesting to redirect renovation funds for Martinez Hall and instead purchase two (2) four-bed Auxiliary Dwelling Units (ADUs) that comply with Americans with Disabilities Act accessibility requirements. The VTC will continue to renovate the remaining duplex located at 216/218 Hayes Circle, Marina, CA and any remaining funds will go toward the infrastructure improvements on Martinez Hall, located at 220 12th St, Marina, CA 93933. Upon completion of all the housing additions and renovations, the VTC will have added a minimum of 28 new beds for homeless veterans and improved the infrastructure at their administrative service facility. There is no change to the ending term on this Agreement, ending June 30, 2025.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this Amendment. County Counsel has approved the Amendment as to form.
FINANCING:
This agreement is fully funded by State of California Board of State and Community Correction’s funds. Approval of this action has no impact on the County General.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This amendment correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the renovation of housing units to create re-entry/transitional housing for 28 formerly incarcerated veterans annually and to renovate a common area to be used for administration and residential services.
