RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Approve and authorize the Director of Emergency Communications to sign a Memorandum of Understanding between the County and the City of Salinas to reimburse the County for its purchase and maintenance of an Inform CAD Shotspotter Interface and associated equipment and services, and to establish the parties’ obligations in utilizing the ShotSpotter application; and

b.  Ratify actions taken by the Contracts Purchasing Officer to authorize placement of ShotSpotter sensors onto County property. (REVISED VIA SUPPLEMENTAL)

 

SUMMARY/ DISCUSSION:

The City of Salinas has purchased the ShotSpotter application from SST, Inc. to assist with law enforcement efforts in specified areas of Salinas; this application provides notifications that shots have been fired, and where the shots were fired, in covered geographic areas.  Notifications from the ShotSpotter application are delivered via SST, Inc.’s web site to licensed monitoring locations. The City of Salinas, through the Salinas Police Department, has requested that the Monterey County Emergency Communications Center (MCECC) provide the technical capability to receive ShotSpotter notifications from SST, Inc. and that it create a Computer Aided Dispatch (CAD) incident record per ShotSpotter notification, as it would for any other call to the MCECC for service.

 

To implement the requested services, an Inform CAD ShotSpotter interface must be built and maintained by the County’s current CAD vendor-TriTech Software Systems.  To do so, amendment to the County’s existing contract with TriTech Software Systems will be necessary.  However, in the interest of time and to enhance public safety immediately, it is requested that the Board approve the MOU between the County and the City of Salinas to allow for prompt implementation of Shotspotter.  Until the TriTech amendment providing for the Inform CAD ShotSpotter interface is complete and the interface is made operational, the ShotSpotter application will be implemented through manual processing by MCECC Dispatchers; incidents can be manually monitored via the web and CAD incident reports can be individually created. 

 

The City of Salinas has agreed to reimburse the County for installation and maintenance of the Inform CAD ShotSpotter interface and ShotSpotter services.  A Memorandum of Understanding (MOU) between the County and Salinas is submitted for the Board’s approval; the MOU identifies the responsibilities of each party regarding implementation of the ShotSpotter application.  The MOU provides that MCECC will monitor for ShotSpotter notifications, create the appropriate CAD incident record(s), and process the incident in accordance with existing CAD incident management procedures. The City of Salinas is responsible for all costs associated with ShotSpotter monitoring and CAD incident management, to include all hardware, software and personnel costs associated with MCECC’s ability to monitor and report ShotSpotter activity.  The MOU further provides that the City of Salinas will reimburse the County in the amount of $75,684 to compensate for the cost of installation and maintenance of the Inform CAD interface.  The reimbursement will be processed via an amendment to the contract with TriTech, which will be presented to the Board at a later date.

 

OTHER AGENCY INVOLVEMENT:

The implementation of the ShotSpotter interface will have no impact on the other agencies serviced by MCECC or on the County General Fund. The MCECC governing boards, consisting of representatives of the member agencies, have been made aware of this implementation.

ITD has reviewed the Functional Design document provided by TriTech.

County Counsel has reviewed the MOU with the City of Salinas as to form.  Risk has approved the insurance and indemnification provisions of the MOU. 

 

FINANCING:

All costs associated with the TriTech CAD ShotSpotter interface and all costs associated with ShotSpotter notification monitoring and CAD incident management will be the responsibility of the City of Salinas. The City of Salinas will be directly billed for the initial purchase of the interface and the purchase and engineering of equipment to allow MCECC to monitor the notifications.  All recurring annual maintenance fees will be billed to the City of Salinas and included in their annual invoice for 9-1-1 Dispatch Services.
