Report

RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a Resolution approving the 2021 Emergency Operations Plan (EOP) Annex - Monterey County Community Resilience Plan, in accordance with Chapter 2.68.080 and 2.68.0404 of the County Code.

SUMMARY/DISCUSSION:

The Monterey County Community Resilience Plan is a newly developed annex to the EOP.  The Monterey County Community Resilience Plan is intended as a guide for making our community more resilient, by bringing the whole community together to better understand our shared risks and capabilities during disasters and how we can become stronger, smarter, and more capable of handling any hardship that result from an emergency or disaster. This Monterey County Operational Area EOP Annex - Monterey County Community Resilience Plan was approved, and adoption recommended by the Monterey County Operational Area Disaster Council on October 27, 2021. This plan’s purpose is to promote collaborative, whole-community efforts to increase resilience among Monterey County communities and residents, so that negative impacts of disasters can be removed or minimized, and our community is able to quickly recover from all emergencies.

DISCUSSION:

The County’s 2020 EOP maintains compliance with California’s Standard Emergency Management System (SEMS) and the National Incident Management System (NIMS), and reflects changes made within the County’s emergency operations program to address the challenges of responding to and recovering from major emergencies and disasters within the County in today’s environment.  FEMA’s National Response Framework identifies the local jurisdictions’ responsibility to develop detailed, robust all-hazards/all threats EOPs that should address strategies for both no-notice and forewarned events considering assisting the access and functional needs population. The 2020 EOP and this 2021 Monterey County Community Resilience Annex has a simple format and is based on the FEMA Comprehensive Planning Guide document for writing and maintaining EOPs.  The plan format includes Annexes that include all Emergency Response Plans adopted by the County whether hazard or geographic specific.

The EOP Annex - Monterey County Community Resilience Plan, is a newly developed plan serving as a guidance document for the purpose of promoting collaborative, whole-community efforts to increase resilience among Monterey County communities and residents, so that negative impacts of disasters can be removed or minimized, and our community is able to quickly recover from all emergencies.

OTHER AGENCY INVOLVEMENT:

Monterey County Office of Emergency Services developed the Community Resilience Plan, in coordination with the Community Foundation of Monterey County and United Way Monterey County, with the support and input from 168 organizations across Monterey County. The Plan was approved by Monterey County Counsel and the Monterey County Operational Area Disaster Counsel.

FINANCING:

Approval of this EOP Annex Plan will not impact the FY 21/22 budget. Funding to develop this plan was through grants received by OES, (UASI, Community Foundation of Monterey County and the United Way of Monterey County).
