RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign an Amendment No. 4 to the Agreement with ISS Facility Services, Inc., on behalf of the Health Department, to extend the term for an additional two (2) years, to June 30, 2020 for a new term of July 1, 2014 to June 30, 2020, and to increase the amount by $700,000, for a revised contract amount not to exceed $1,914,919.28, for specialized custodial maintenance services as set forth in RFP#10484.

 

SUMMARY/DISCUSSION:

The Health Department Clinic Services Bureau (Clinic Services) operates nine community clinic sites designated as Federally Qualified Health Center Look-Alikes (FQHC-LA), which provide preventative, primary, and specialty medical care services. 

 

Clinic Services has had an Agreement with ISS Facility Services, Inc. since 2014 to provide specialized custodial maintenance services. Service areas include exam rooms, waiting areas, offices, common areas, halls, bathrooms, and multi-purpose rooms and have continuously grown to accommodate expansions to Laurel Internal Medicine, Laurel Pediatric Clinic and most recently, Seaside Family Health Center which included a new outdoor playground.

 

The Agreement is based upon County requirements originally set forth in the terms and conditions of RFP#10484.  The initial term commenced with the signing of the Agreement for a period of two (2) years, beginning July 1, 2014 through June 30, 2016 for an amount not to exceed $479,706.24.  Amendment No. 1 extended the term for one (1) additional year through June 30, 2017, and increased the amount by $47,970.62 for a new contract total of $527,676.86.   Amendment No. 2 extended the term a second additional year through June 30, 2018, increasing the contract amount by $639,271.80, for a new amount not to exceed $1,166,948.6.  Amendment No. 3 increased the amount by $47,970.62 to account for the expansion of the Seaside Family Health Center and include playground cleaning specifications, for a new contract total of $1,214,919.28.  

 

Approval of the recommended action will maintain the essential, specialized custodial maintenance services and supplies currently provided to the Health Department’s Clinics Services Bureau by ISS Facility Services, Inc.

 

This work supports the Monterey County Health Department 2011-2015 strategic plan initiatives: 2) Enhance community health and safety by emphasizing prevention. It also supports one of the ten essential public health services, specifically: 6) Enforce laws and regulations that protect health and ensure safety.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management, Auditor-Controller and Contracts/Purchasing have reviewed and approved Amendment No. 4.

 

FINANCING:

Sufficient funds are available in the Clinic Services Bureau, Health Department FY 2018-2019 Proposed Budget (4000-HEA007).  There is no financial impact to the General Fund resulting from approval of this Agreement.
