RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Contracts/Purchasing Officer to sign Amendment No. 3 to Agreement No. A-12594 with the Monterey County Children and Families Commission DBA First 5 Monterey County in the amount of $300,000, for a revised total amount not to exceed $900,000, for the revised full term of October 22, 2013 to June 30, 2016, to continue work in categories of Outreach and Capacity Building, as well as Implementation, Improving and Expanding the Early Childhood Development Initiative in Monterey County; and

b.                     Authorize the Contracts/Purchasing Officer to approve up to three future amendments to this Agreement where the total amendments do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of services.

 

SUMMARY/DISCUSSION:

The County of Monterey through its legislative platform and budget allocations is very supportive of the development of an Early Childhood Development Initiative (ECDI) in Monterey County. 

 

Early Childhood Development has been identified by both the Board of Supervisors and the Monterey County Children's Council as critical for the economic and social success of our county.  Investments in quality early childhood development programs bring returns of 10-17% to the economy in increased income and tax revenues and reductions in remedial programs and justice system expenditures.  The California State Association of Counties (CSAC) has also recognized the critical importance of early childhood prevention programs and named 2013 as the Year of the Child.  This Amendment No. 3 will provide continued support for upstream prevention programs for children and families.

 

The Board of Supervisors identified Early Childhood Development as a priority in the Monterey County Legislative Program 2013-2014 and on November 13, 2013 approved Agreement No. A-12594 between the County of Monterey and First 5 Monterey County in the amount of $300,000 to finalize Phase 1 and to implement Phases 2 and 3 of the Early Childhood Development Initiative in Monterey County.  

 

Amendment No. 1 modified the payment provisions of the Agreement.  All other terms and conditions remained the same.  Amendment No. 2 increased funding by $300,000 for a total not to exceed $600,000 and extended the term from October 22, 2013 to June 30, 2015 with a revised Scope of Work.  Amendment No. 3 will: increase funding by $300,000 for a total not to exceed $900,000; extend the Agreement for an additional year to June 30, 2016; and revise the Scope of Services.  This action will allow First 5 Monterey County to further develop ECDI participation and collective impact approaches through strategic Outreach and Capacity Building strategies and to address new activities related to Implementing, Improving and Expanding ECDI in Monterey County. 

 

This action will support the Monterey County Health Department’s 2011-2015 Strategic Plan Initiatives: 1. Empower the community to improve health through programs, policies, and activities; 2. Enhance community health and safety by emphasizing prevention; 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and the Auditor-Controller have reviewed and approved this Amendment No. 3 as to legal form and fiscal provisions respectively.  A copy of Amendment No. 3 is on file with the Clerk to the Board.

 

FINANCING:

The total amount of this Agreement with approval of this Amendment No. 3 is $900,000 and is 100% funded by realignment dollars.  Appropriations in the amount of $300,000 are included in the Health Department's (HEA003-8124) Fiscal Year 2015-2016 Adopted Budget.
