RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health to sign Amendment No. 7 to the License and Support Agreement (No. A-10635) dated September 12, 2006, between the County of Monterey and Decade Software Company, LLC, to extend the agreement for one (1) year through June 30, 2015, to expand the scope of work, and establish the fee payable to Decade Software Company, LLC, at $56,694.00 for annual licensing fees and $31,364.00 for additional services to be provided for a total Agreement amount not to exceed $539,965.26.
SUMMARY/DISCUSSION:
The Health Department's Environmental Health Bureau (EHB) has maintained a License and Support Agreement approved by the Board, between the County of Monterey and Decade Software Company, LLC, since September 12, 2006. This agreement has continuously provided EHB with enterprise database software for health permit and services billing, regulated facility data storage, management data reporting needs and State-coordinated data reporting functions. Since its inception, the Agreement has been modified by Amendment Nos. 1 through 6. In September of 2006, the Board also authorized the Director of Health to sign future amendments to the agreement that increased the annual cost up to 10% (amended by 5% in 2009) of the original amount and that did not significantly alter the scope of services authorized.
In addition to the licensing and support services for which EHB contracts Decade Software Company, LLC, EHB intends to contract Decade Software Company, LLC, to provide needed enterprise database capacity assessment, data cleanup, data reporting development services, and recommendations for workflow modifications and staff training needs. The cost of the new services would increase the amount payable to Decade Software Company, LLC, by $31,364.00 and represent a significant change in the scope of work.
Amendment No. 7 would extend the term of the Agreement for one (1) more year through June 30, 2015 and establish the licensing fees payable during the term of the extension at $56,694.00. Additionally, Amendment No. 7 would expand the scope of work for the provision of needed enterprise database capacity assessment, data cleanup, data reporting development services, and recommendations for workflow modification and staff training needs. Thus, Amendment No. 7 would also establish a fee payable to Decade Software Company, LLC, at $31,364.00 for the additional services to be provided.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel has reviewed and approved Amendment No. 7 as to form and legality. The Auditor-Controller's Office has reviewed and approved Amendment No. 7 as to fiscal provisions. Amendment No. 7 is on file with the Clerk of the Board.
FINANCING:
Funding for this Agreement is from Environmental Health Business License Fees, this request is included in Health Department Environmental Health's FY 2014-2015 Recommended Budget (4000-HEA005).
