RECOMMENDATION:
It is recommended that the Board of Supervisors:
 
a.      Ratify adoption of the Plans and Special Provisions prepared by Creegan and D'Angelo Engineers for the Emergency Watershed Protection treatments;
 
b.   Ratify the execution of the Certificate of Completion and recordation of the Notice of Completion with the County Recorder by the Director of Public Works.
 
SUMMARY/DISCUSSION:
Following the December 2013 Pfeiffer Fire in Big Sur, the Board of Supervisors on January 7, 2014 authorized and directed the County Administrative Officer, Resource Management Agency Director, Public Works Director, Planning Director, Chief Building Official, and County Counsel to take such other and further actions necessary or appropriate, consistent with this action, to implement the Emergency Watershed Protection treatments, including the modification of the form contracts based upon particular circumstances, the execution of emergency professional services or construction contracts; and the identification of grant or other funding sources to supplement the Emergency Watershed Protection Program funding.  As such the RMA-Public Works contracted with Creegan and D'Angelo Engineers to prepare project plans for the installation of Emergency Watershed Protection treatments via existing on-call contract for engineering services.  
      
RMA - Public Works, using the Board approved Job Order Contract (JOC) with The Don Chapin Company, Inc., issued a job order for construction of protection treatments, Pfeiffer Big Sur Fire DSR# 01-14-3180, in an amount not to exceed $150,000.  The treatments consisted of the installation of k-rails and gabion baskets to protect existing structures from potential hazards in the aftermath of the Pfeiffer Fire in Big Sur.  The project was completed within budget and on time.  This work is now complete in all respects in accordance with the Plans.

FINANCING:
On January 7, 2014, the Board of Supervisors transferred $1 million in appropriations from General Fund Disaster Assistance Program Assignment Account 3125 to the County Surveyor Fund 001-3000-8196-RMA010 to fund the installation of emergency protection measures to mitigate the potential landslide/debris flow as a result of the Big Sur Pfeiffer Ridge Fire.  To supplement these funds the RMA applied and received grant funding from the USDA- National Resource Conservation Service (NRCS) to cover 75% of the construction costs and 10% of the engineering costs.  The County's total estimated project costs are $250,000, offset through the use of $152,398.89 from the General Fund Disaster Assistance Program Assignment and $97,601.11 from the NRCS grant, as outlined in the Project Budget. Upon reimbursement by the NRCS grant, the balance of $848,148 will be returned to the Disaster Assistance Program Assignment.
