RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution to:
a. Acknowledge the retirement of Mary Zeeb as elected Treasurer-Tax Collector effective December 30, 2025; and,
b. Appoint Jake Stroud as Treasurer-Tax-Collector effective December 30, 2025, at 5:01 pm.
SUMMARY:
Treasurer-Tax Collector Mary Zeeb will retire on December 30, 2025, leaving one year remaining in her four-year term. The Board of Supervisors (Board) is asked to consider the appointment of Jake Stroud as Treasurer-Tax Collector to ensure continuity of critical operational services to County residents. If approved, Mr. Stroud would assume responsibilities as Treasurer-Tax Collector effective December 30, 2025, at 5:01 pm, and serve for the remainder of the unexpired term.
DISCUSSION:
Mary Zeeb was sworn in as the Monterey County Treasurer-Tax Collector in December 2010. In accordance with Government Code Section 1750, the Board is informed of Ms. Zeeb’s intent to retire as Treasurer-Tax Collector effective December 30, 2025, at 5:00 pm. Ms. Zeeb has served the residents of the County of Monterey for 38 years, including the last 15 as Treasurer-Tax Collector.
To ensure a seamless transition and uninterrupted delivery of essential services, it is requested that the Board consider the appointment of Jake Stroud as Treasurer-Tax Collector effective December 30, 2025, at 5:01 pm, through the remainder of the unexpired term ending on January 4, 2027 at 11:59 am.
Mr. Stroud is a public finance executive with over 15 years of leadership experience in state and county government, including nearly a decade with the County of Monterey
Treasurer-Tax Collector’s Office. For the past three years, he served as Assistant Treasurer-Tax Collector, directing all operational functions of the department, including oversight of the $3.5 billion Treasury Investment Pool serving the entire County government, all school districts, and most special districts; and the billing and collection of over $1.1 billion annually in property, cannabis, and transient taxes.
Mr. Stroud earned a Bachelor of Arts in Psychology from the University of Northwestern, Minnesota. He is an active member of the California Municipal Treasurers Association, serving on its Executive Board, and contributes to the California Association of County Treasurer-Tax Collectors through participation on multiple committees.
Mr. Stroud brings extensive knowledge of the California Revenue & Taxation Code, government investment practices, and debt collection programs. The combined education and experience that Mr. Stroud has acquired qualify him to lead the department and fulfill the term of his predecessor. The appointment of Jake Stroud will provide a seamless transition in leadership and continuity of critical services.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved the resolution as to form.
FINANCING:
There is no financial impact resulting from the approval of this item.
