a. Award a contract to American Civil Constructors West Coast, LLC., the lowest responsible bidder, for the Polyester Concrete Bridge Deck Overlay and Methacrylate Bridge Deck Seal, Project No. 1143, Federal Aid No. BPMPL-5944(122), in the total amount of $2,280,000;

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Award a contract to American Civil Constructors West Coast, LLC., the lowest responsible bidder, for the Polyester Concrete Bridge Deck Overlay and Methacrylate Bridge Deck Seal, Project No. 1143, Federal Aid No. BPMPL-5944(122), in the total amount of $2,280,000;

b.                     Approve the Performance and Payment Bonds executed and provided by American Civil Constructors West Coast LLC;

c.                     Authorize a contingency, not to exceed 10% of the contract amount or $228,000, to provide funding for approved contract change orders;

d.                     Authorize the RMA Director or RMA Deputy Director of Public Works & Facilities to execute the contract and, subject to the terms of the Public Contract Code, approve change orders to the contract that do not exceed 10% of the original contract amount and do not significantly change the scope of work; and

PROJECT INFORMATION:

The Polyester Concrete Bridge Deck Overlay and Methacrylate Bridge Deck Seal, Project No. 1143, Federal Aid No. BPMPL-5944(122) consists, in general, of bridge deck treatment of five (5) bridges with polyester concrete overlay and bridge deck treatment of eleven (11) bridges with high molecular weight methacrylate.  Project includes, but not limited to, traffic control, joint seal repairs, bridge approach paving and pavement delineation.

 

SUMMARY/ DISCUSSION:

On April 18, 2017, the Board approved the Plans and Special Provisions for the Polyester Concrete Bridge Deck Overlay and Methacrylate Bridge Deck Seal, Project No. 1143, Federal Aid No. BPMPL-5944(122).  The project was subsequently advertised and bids were opened on May 12, 2017.  The lowest responsible bidder was American Civil Constructors West Coast, LLC. in the amount of $2,280,000, which exceeds the Engineer’s estimate of $1,958,151.40 by $321,848.60.

 

Construction is anticipated to begin in August 2017.

 

The project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because it is to perform repair and maintenance of existing streets and similar facilities, which involves no expansion of an existing use. (See CEQA Guidelines, CCR § 15301 Existing Facilities).

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel, and Contracts/Purchasing, attended the bid opening and reviewed the low bid for conformance with applicable regulations.  The Office of the County Counsel, Auditor-Controller, and Risk Management, have reviewed and approved the Contract and Bonds as to form, fiscal terms, and insurance provisions, respectively.

 

FINANCING:

Total estimated project cost, including project management, engineering, and construction, is $3,074,200.  The project is funded by the Federal Highway Administration Bridge Preventative Maintenance Program in the amount of $2,721,589 and Road Fund in the amount of $21,763.  The allocated Road Fund amount was used as local match for FY16 and FY17.  For FY18, anticipated TAMC Measure X funds in the amount of 330,848 will be used as a local match to the federal grant funds.  Appropriations are programmed in FY17-18 Road Fund (Fund 002, Unit 8195) to finance the construction phase of the project.

 

Staff will provide a list of projects to the Board July 25, 2017 that will be funded by TAMC Measure X and Senate Bill 1 funds.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The project will maintain and extend the life of sixteen (16) County bridges, a part of our County’s transportation infrastructure.  The recommended action supports the Board of Supervisors’ Strategic Initiative for Infrastructure, “Meeting our Facilities, Water, Technology and Transportation Needs.” The project will plan and develop a sustainable, physical infrastructure that improves the quality of life for County residents and support economic development results.
