Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.   Approve and authorize the Director of Health to sign a three fiscal year term Mental Health Services Agreement (July 1, 2013 to June 30, 2016) with Central Coast Citizenship Project for the provision of community based prevention and early intervention mental health services for unserved adults, children, and families in the amount of $85,160 for Fiscal Year (FY) 2013-14, $85,160 for FY 2014-15, and $85,160 for FY 2015-16 for a total Agreement amount of $255,480; and
b. Authorize the Director of Health to approve up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original Agreement amount and do not significantly change the scope of work.
 
SUMMARY:
Central Coast Citizenship Project (CCCP) provides prevention and early intervention community based mental health services to the unserved and underserved Latino population of Monterey County.  Services include community outreach and engagement opportunities to increase mental health awareness, education on accessing services, and referrals to agencies.  In addition, CCCP has a clinician on staff to provide direct services that include assessment and short term counseling.
 
DISCUSSION:
Since October 2006, MCBHB has contracted with CCCP to increase access to mental health services for Latinos in Monterey County.  CCCP will provide quarterly outcome data reports and collaborate with Monterey County Behavioral Health Bureau (MCBHB) to develop an effective service delivery model that meets the needs of the Latino population in Monterey County.  Approval of this proposed three year term Agreement will provide a continuum of care to the population of focus, extend collaboration efforts, and is included in the approved Monterey County Health Department, Behavioral Health Bureau's Mental Health Services Act Innovations Program.
 
This Agreement contains the County's standard 30-day “no cause” provision (Section IV,B) and an additional defunding provision (Section IV, D) which  provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.  
 
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions. This Agreement is on file with Clerk of the Board.  
 
FINANCING:
This Agreement is funded by Mental Health Services Act revenues.  The funds for this Agreement are included in the Health Department's Behavioral Health (HEA012, Unit 8410) departmental requested budget for FY 2013-14 which the Department anticipates being adopted on June 25, 2013.
