Approve and authorize the Director or Designee of the Department of Social Services to execute Amendment No. 1 to the Memorandum of Understanding (MOU) between the County, City of King, Coalition of Homeless Services Providers, and Step Up on Second Street, Inc. for a temporary homeless shelter program at the Monarch Inn, extending the term by seven (7) months, for a new term of November 1, 2023 through February 12, 2025.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director or Designee of the Department of Social Services to execute Amendment No. 1 to the Memorandum of Understanding (MOU) between the County, City of King, Coalition of Homeless Services Providers, and Step Up on Second Street, Inc. for a temporary homeless shelter program at the Monarch Inn, extending the term by seven (7) months, for a new term of November 1, 2023 through February 12, 2025.

 

SUMMARY/DISCUSSION:

The original MOU was developed by and between the City of King, the County of Monterey, the Coalition of Homeless Services Providers, and Step Up On Second Street, Inc. to co-fund and establish a short-term emergency interim shelter program for homeless individuals formerly living in the Salinas Riverbed encampments adjacent to King City.

 

King City has been very proactive with efforts aimed at addressing both the welfare and safety of homeless individuals and concerns expressed by the community, however delays associated with the former developer, Shangri-La Industries have significantly impacted the implementation of the permanent housing component of this project. This amended MOU updates the cost-sharing plan and extends the temporary service for an additional seven months through February 12, 2025. These funds are part of a separate agreement with Step Up and were originally intended for staff and operational support of the Homekey project in King City. The City of King is actively engaged in collaborations with new partners and seeking additional funding to restabilize the intended Homekey project. 

 

OTHER AGENCY INVOLVEMENT:

The City of King, the Coalition of Homeless Services Providers, and Step Up On Second Street, Inc. have joined in a Memorandum of Understanding with the County of Monterey to fund and operate the emergency homeless shelter program at the Monarch Inn Motel. The Office of County Counsel has reviewed and approved the Agreements as to form.

 

FINANCING:

This Memorandum of Understanding is an agreement between all four parties to co-fund and establish a short-term temporary interim shelter in King City. The County is allowing an additional $94,000 for a total of $175,000 of HHAP-3 funding already committed to King City’s Homekey program to be used towards this interim support plan.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Health & Human Services and Administration Strategic Initiatives adopted by the Board of Supervisors by working towards the goals of the Lead Me Home 5-Year Plan to Reduce Homelessness by coordinating services to individuals and families experiencing homelessness.
