Adopt Resolution to:
a. Authorize the Department of Emergency Management (DEM) to submit an application to the California Department of Water Resources (DWR) Statewide Flood Emergency Response Grant Program (Flood ER Grant) in the estimated amount of $162,750 to obtain financial assistance for enhanced Operational Area planning, coordination, preparedness, and response related to flood emergencies, pursuant and subject to all of the terms and provisions of California Proposition 84, The Safe Drinking Water, Water Quality & Supply, Flood Control, River & Coastal Bond Act of 2006 (Section 75032 of Chapter 3 of Division 43 of the Public Resources Code); and
b. Designate, authorize, and direct the Director of Emergency Management, Emergency Services Manager, Management Analyst II, and Finance Manager I to execute and manage applications, grant documents, and any amendments thereto with DWR, and take such other actions as necessary or appropriate to comply with grant funding requirements.

RECOMMENDATION:
It is recommended that the Board of Supervisors:

Authorize the Department of Emergency Management (DEM) to submit an application to the California Department of Water Resources (DWR) Statewide Flood Emergency Response Grant Program (Flood ER Grant) in the estimated amount of $162,750.00 to obtain financial assistance for enhanced Operational Area planning, coordination, preparedness, and response related to flood emergencies, pursuant and subject to all of the terms and provisions of California Proposition 84, The Safe Drinking Water, Water Quality & Supply, Flood Control, River & Coastal Bond Act of 2006 (Section 75032 of Chapter 3 of Division 43 of the Public Resources Code); and
b. SUMMARY/DISCUSSION:
The California Department of Water Resources (DWR) Statewide Flood Emergency Response Grant Program (Flood ER Grant) is a state funded program established to provide funding for local flood emergency responders to improve their capacity to prepare for and respond to flood emergencies. The State of California, in conjunction with DWR, has recognized the major flood issues facing California and the urgent need to improve flood system maintenance, system rehabilitation, effective emergency response, and sustainable funding. Integrated flood management is critical to improving public safety as increased populations live and work in flood-prone areas, and DWR has initiated a robust flood emergency response program that centers on invested collaboration with local emergency response agencies to improve planning, preparedness, and response capabilities related to flood emergencies.
The Department of Emergency Management (DEM) has identified two critical planning, preparedness, and response projects eligible for Flood ER Grant funding. These projects include: 1) Updating the Monterey County Winter Storm Response Plan (2019), an annex to the Monterey County Emergency Operations Plan (2020); and 2) Obtaining environmentally friendly, reusable flood fighting structure barriers-more resilient, easier to assemble, safer, and more cost effective than traditional sandbags-to enhance capabilities around protection of buildings, utilities, facilities, and other infrastructure during a flood emergency.
This resolution authorizes DEM to submit an application to the DWR Flood ER Grant to obtain financial assistance for enhanced Operational Area planning, coordination, preparedness, and response related to flood emergencies, and designates the specific local government staff representatives who have the authority to coordinate with DWR and execute documents on behalf of Monterey County. All awarded monies will be brought back to the Board of Supervisors for approval.
OTHER AGENCY INVOLVEMENT:
The Department of Emergency Management will coordinate applications and reporting efforts with the California Department of Water Resources Program Representatives. County Counsel’s Office, the Auditor-Controller’s Office, and Risk Management have reviewed and approved as to form.
FINANCING:
This resolution will have no impact on the General Fund and any grant awards will be brought back to the Board of Supervisors for acceptance.
