Title

RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a resolution to:

a. Approve and authorize the Director of the Military & Veterans Affairs Office to execute funding agreement 20XS0006 with the California Department of Veterans Affairs to receive $94,440 in Proposition 63 - Mental Health and Services Act funding to provide mental health outreach services to local veterans on behalf of the County retroactive to July 1, 2020 through June 30, 2022;

b. Authorize the Director of the Military & Veterans Affairs Office to sign up to three (3) amendments to this funding agreement where the amendments do not significantly change the scope of work;

c. Approve an increase in appropriations and estimated revenues of $47,220 for the Social Services - Military & Veterans Affairs Budget Unit 001-5010-SOC003-8260 FY 2020-21 Adopted Budget (4/5ths vote required); and

SUMMARY/DISCUSSION:

The Military and Veterans Affairs Office (MVAO) has been awarded State funding of $94,440 from the California Department of Veterans Affairs (CalVet) under Proposition 63 to provide mental health outreach services to local veterans between July 1, 2020 and June 30, 2022.

 

The purpose of the Prop-63 Mental Health Services Act (MHSA) initiative is to address the behavioral health issues among veterans in Monterey County.  The goal of the MHSA initiative is to provide outreach, information, intervention, and referral services. The projected outcome of the MHSA initiative is to connect veterans with VA health care, compensation, pension, and/or enrollment in local treatment and employment programs.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller has reviewed and approved this agreement.  County Counsel has approved the agreement as to form.  The County Administrator’s Office - Budget Office concurs with these actions.

 

FINANCING:

The CalVet Proposition 63 is State funding.  The Department is recommending an increase of appropriations and revenues of $47,220 for the Social Services - Military & Veterans Affairs Budget Unit 001-5010-SOC003-8260 in the FY 2020-21 Adopted Budget and the remaining grant funds will be incorporated into the FY 2021-22 Requested Budget.  There is no change to the existing General Fund Contributions in this budget unit

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This action correlates to the Administration and Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to receive State funding to provide services to veterans in Monterey County.
