RECOMMENDATION

It is recommended that the Board of Supervisors:

Approve and authorize the Contracts/Purchasing Officer to sign Amendment No. 3 to the Mental

Health Services Agreement No. A-10929 with Allen/Loeb Associates for the final evaluation

reports to include the three 3)-month grant extension for the Substance Abuse and Mental

Health Services Administration SAMHSA) Center for Substance Abuse Treatment CSAT)

grant for Homeless Program. Amendment No. 3 extends the term from Fiscal Year 2009-10 to

October 31, 2010 and adds $8,075 for a revised total amount not to exceed $437,746.

SUMMARY/ DISCUSSION

Allen/Loeb Associates are a consulting partnership that have provided administrative oversight

services to the Rural Youth Program and Treatment for Homeless Program evaluation plans from

Fiscal Year FY) 2007-08 through FY 2009-10. During the same time, their services were

utilized to prepare Mental Health Services Act MHSA) and Mentally Ill Offender Crime

Reduction MIOCR) plans and other Behavioral Health program plans as needed, as well as

write grant applications and implement program development. Behavioral Health is shifting the

preparation of future grant writing, evaluation plans/reports, and program development

implementation from outside consultants to in-County staff.

However, Allen/Loeb Associates have been the key evaluators of the Substance Abuse and

Mental Health services SAMHSA) grant Treatment for Homeless Program for the past five 5)

years, which was to end June 30, 2010. The federal government recently approved a three 3)-

month no-cost extension to the existing five 5)-year grant. This three-month extension requires

provision of services for the period of the extension including the gathering of data and

evaluation. Therefore, it is recommended to continue the existing contract for an additional four

4) months includes the 3-month grant extension period and 1-month for submittal of reports) in

the amount of $8,075 to allow the services of Allen/Loeb for the completion of the grant's final

reporting phase.

Allen/Loeb Associates have a long standing history of providing and meeting the special

reporting conditions/mandates required by SAMHSA. The consultants have the background to

SIGNED BOARD REPORTX��"��complete the three 3)-month extension of the program on time. Additionally, Allen/Loeb have

the specialized expertise in working with the federal evaluation program performance measures

entitled Government Performance Results Act GPRA), in which the final evaluation of the

Treatment for Homeless program is developed. The reporting requirement must be concluded on

time to meet federal grant compliance and standards.

This Agreement contains the County's standard 30-day no cause" provision Section IV, A) and

an additional defunding provision Section IV, D), which provides the County the ability to

amend or terminate the Agreement in the event of a reduction and/or termination of funding.

This Agreement is brought before the Board for approval with the understanding that

Realignment, AB3632, and CalWorks have been proposed for reduction and/or elimination in the

State's Budget May revise.' Should the funding be reduced or terminated, the Behavioral

Health Bureau will implement a plan to terminate this Agreement as needed.

Henceforth, evaluation for grants will utilize the Health Department Epidemiology and

Evaluation program in accordance with a newly adopted Department of Health policy.

OTHER AGENCY INVOLVEMENT

The Auditor-Controller, County Counsel, Risk Management and County Administrative Office

have reviewed and approved this Amendment as to fiscal provisions, legal form, insurance

requirements, and expenditure exemption request. This Amendment is on file with Clerk of the

Board.

FINANCING

This Agreement is funded with 100% U.S. Substance Abuse and Mental Health Services

Administration SAMHSA) funds. The funds for this Agreement are included in the Health

Department's Behavioral Health HEA002) Unit 8073 Fiscal Year 2010-11 Adopted Budget.

Approval of this action has no impact to the Net County Contribution.

TO MENTAL HEALTH SERVICES AGREEMENT NO. A-10929

BETWEEN COUNTY OF MONTEREY AND

ALLEN/LOEB ASSOCIATES

This Amendment No. 3 to Mental Health Services Agreement No. A-10929 is made and

entered into by and between the County of Monterey, hereinafter referred to as COUNTY, and

Allen/Loeb Associates, hereinafter referred to as CONTRACTOR).

Agreement is amended as follows:

1. IV. TERM AND TERMINATION

A. Term. This Agreement shall be effective July 1, 2007 and shall remain in effect

until October 31, 2010.

2. EXHIBIT A  PROGRAM DESCRIPTIONS

Section II. SCOPE OF SERVICES

 TREATMENT FOR HOMELESS PROGRAM. CONTRACTOR shall perform, in

addition to the deliverables outlined in the current contract, the necessary reports and

evaluation plan to include the 3-month no-cost extension period of the Integrated

Treatment for Homeless People with Co-Occurring Mental Illness and Substance

Abuse and Mental Health Services Administration SAMHSA) Center for Substance

Abuse Treatment CSAT) grant, also known as MC HOME Plus.

CONTRACTOR will conduct its activities as directed by the DIRECTOR in

collaboration with other County staff. DIRECTOR may adjust the activities

described in the plan from time to time as required by SAMHSA or Monterey

County.

Section III. SERVICE REQUIREMENTS/OBJECTIVES

 TREATMENT FOR HOMELESS PROGRAM.

1. Prepare a cost benefit and effectiveness analysis to include details of areas

reviewed and a summary of the program's accomplishments.

2. Complete additional quarterly reports as necessary.

3. Submit all required documentation for the five 5)-year grant program including

the three 3)-month extension to Behavioral Health within thirty 30) days of the

close of the project.
