RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve a Memorandum of Understanding (MOU) between the County of Monterey Probation Department (Probation) and Santa Rita Union School District (SRUSD) for collaborative campus-based services provided by Probation, where SRUSD will reimburse Probation up to $45,650 for fiscal year 2022-2023 and up to $234,360 for fiscal year 2023-2024, for an aggregate total of  $280,010; and 

b.                     Authorize the Chief Probation Officer to execute the MOU; and

c.                     Authorize the Chief Probation Officer to sign up to three (3) future amendments to the MOU where each amendment does not exceed 15% ($42,002) of the total aggregate amount and does not significantly change the scope of work.

 

SUMMARY:

The County of Monterey Probation Department (Probation) is recommending approval of an MOU in the amount of $45,650 for fiscal year 2022-2023 and $234,360 for fiscal year 2023-2024, for an aggregate total of $280,010, with Santa Rita Union School District for the term of April 22, 2023 through June 30, 2024, as reimbursement for campus-based services provided by Probation.

 

DISCUSSION:

Probation has operated a successful Campus Probation Officer program in partnership with school districts throughout Monterey County for years. The collaboration with Santa Rita Union School District (SRUSD) allows Probation to closely monitor and supervise juvenile probationers and assist with at-risk students within the school system.

 

SRUSD and Probation provide a coordinated approach, utilizing available resources from both agencies. Probation will assign one (1) Deputy Probation Officer (DPO) to school sites within the SRUSD to closely monitor and supervise juvenile probationers attending specified schools. The DPO will help develop and operate a spectrum of intervention/diversion programs designed to improve behavior in the community, home and school, and prevent further entry into the juvenile justice system. 

 

Probation will receive up to $45,650 for fiscal year 2022-2023 and up to $234,360 for fiscal year 2023-2024, reimbursed by the school district as a partial contribution to staffing costs.

 

OTHER AGENCY INVOLVEMENT:

The MOU has been approved by County Counsel as to legal form and by the Auditor-Controller as to fiscal terms. 

 

FINANCING:

Funding will be provided by SRUSD on a reimbursement basis to Probation for the current fiscal year FY 2022-23 in the amount of $45,650 and up to $234,360 for FY 2023-24. For the current fiscal year, sufficient appropriations already exist in Probation’s budget 001-2550-PRO001-8166 for the program costs of $45,650. This is a result of the redirection of an existing Deputy Probation Officer position contained in Probation’s approved FY 2022-23 budget. The remaining amount of $234,360 is incorporated in Probation’s requested budget for FY 2023-24. There is no cost to the County General Fund with the recommended action.

This recommendation supports the Board of Supervisor Strategic Initiatives of: a) Health and Human Services by improving quality of life and providing a healthy environment for youth; and b) Public Safety by encouraging students to achieve their potential through education, monitoring activities during and after school, and increasing safety and awareness on campus through crime prevention and close supervision.
