RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts/Purchasing Officer to sign Amendment No. 3 to the Professional Services Agreement with Behavioral Interventions, Incorporated DBA The GEO Group, Incorporated to extend its term to June 30, 2013, and increase its amount by $990,000 for FY 2012-13 for a revised total not to exceed $3,007,051 in the aggregate to continue services to adult offenders participating in the Day Reporting Center.
 
SUMMARY:
The Probation Department was awarded federal stimulus funding from the U.S. Department of Justice - Office of Justice Programs under the Recovery Act Edward Byrne Memorial Competitive grant for FY 2010-2012 to implement a Day Reporting Center (DRC) for adult offenders in Monterey County.  Probation is utilizing funding from Public Safety Realignment to continue services in FY2012-13.  
 
DISCUSSION:
In November 2009, Probation partnered with Behavioral Interventions, Incorporated (B.I.) to operate the Day Reporting Center (DRC), awarding a contract to provide treatment and supervision services in a one-stop setting for low/moderate-risk adult offenders.  
 
The DRC offers counseling, treatment, life skill classes and job training to eligible participants. The center is open seven days a week and began started services with an average of 51 clients per day, and currently has the capacity to serve up to 100 clients on a daily basis.  These services fill a critical gap in the post-jail transition of adult offenders and provide needed rehabilitative services, which historically have been underfunded.  Increased capacity for this service becomes more critical with the transfer of jurisdiction from the state to Probation for Post Release Community Supervision (PRCS) offenders with the implementation of the Public Safety Realignment.
 
The existing Agreement covers services through September 30, 2012.  The proposed Amendment extends the contracted date through June 30, 2013 and increases the total amount to $3,007,051.
 
OTHER AGENCY INVOLVEMENT:
The Amendment has been approved by County Counsel as to legal form.
 
FINANCING:
The $990,000 contract increase amount is included in the adopted FY 2012-13 Probation Department's budget. Reimbursement funding for this contract comes from the Public Safety Realignment funding.  There is no anticipated increase in County General Fund Contribution with the current recommended action.
