c. Approve and authorize the County Administrative Officer or designee to sign all future HHAP-6 funding amendments on behalf of the County for continued funding from the California Department of Housing and Community Development for a term ending June 30, 2029; and
d. Approve and authorize the County Administrative Officer or designee, to sign and execute a Memorandum of Understanding (MOU) with the County of San Benito and the Coalition of Homeless Services Providers committing the County of Monterey to collaborate on implementation of the key actions included in the regional grant submission.

RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a Resolution to:
a. Approve and authorize the County Administrative Officer or designee to sign and submit an application for $2,779,696 for funding from the California Department of Housing and Community Development Homeless Housing, Assistance and Prevention Program Round Six (HHAP-6);
b. Approve and authorize the County Administrative Officer or designee to execute the state funding agreement, with the California Department of Housing and Community Development for HHAP-6 for a term ending June 30, 2029, for an amount estimated at $2,779,696;
c. Approve and authorize the County Administrative Officer or designee to sign all future HHAP-6 funding amendments on behalf of the County for continued funding from the California Department of Housing and Community Development for a term ending June 30, 2029; and
d. Approve and authorize the County Administrative Officer or designee, to sign and execute a Memorandum of Understanding (MOU) with the County of San Benito and the Coalition of Homeless Services Providers committing the County of Monterey to collaborate on implementation of the key actions included in the regional grant submission.
SUMMARY/DISCUSSION:
On February 24, 2025, the California Department of Housing and Community Development (HCD) released a Notice of Funding Availability for a sixth round of Homeless Housing, Assistance and Prevention (HHAP) Program funding for $760 million authorized by Section 13 of Assembly Bill (AB) and signed into law by Governor Gavin Newson on July 2, 2024. The HHAP Program requires regional collaboration and alignment among Continuums of Care (CoCs), counties, and large cities to address homelessness through a unified approach. Pursuant to Health and Safety Code Section 50240(f), applicants for HHAP Round 6 (HHAP-6) funding must submit a Regionally Coordinated Homelessness Action Plan (Action Plan) that is supported by a formal Memorandum of Understanding (MOU) between all eligible applicants.
This MOU establishes the collaborative framework and partnership among the County of Monterey, the County of San Benito, and the Coalition of Homeless Services Providers (CHSP), the lead agency for the Monterey and San Benito Counties Continuum of Care (CA-506). Award of HHAP-6 funds require each entity’s commitment to shared roles and responsibilities in implementing the HHAP-6 Action Plan and improving key statewide System Performance Measures, including reducing unsheltered homelessness, increasing exits to permanent housing, and preventing first-time homelessness among individuals exiting institutional settings such as jails, prisons, and hospitals. The MOU reinforces regional commitments to racial and gender equity, strategic use of funding resources, and coordinated outreach, housing, and service delivery efforts as outlined in the region’s adopted Lead Me Home 5-Year Plan to Reduce Homelessness.
The term of this MOU is from August 29, 2025, through June 30, 2029, with automatic renewal unless terminated by one of the parties with advance written notice. This agreement ensures continued eligibility for HHAP-6 funding and solidifies the regional partnership necessary to advance a coordinated and effective response to homelessness.

The County may elect to allocate up to one percent (1%) ($27,796.96) of their HHAP-6 allocation to cover expenses associated with the Homeless Management Information System.
The HHAP-6 eligible use categories have significantly changed from previous rounds, particularly in how jurisdictions are required to document sustainable funding for existing and proposed permanent housing before any new interim housing or non-housing solutions are funded by HHAP-6.
Approval of the recommended actions allows the County Administrative Officer or designee to apply for the HHAP-6 allocation and execute all documents (MOU, application, standard funding agreements, amendments, etc., required for the award). The regional partners will also be going to their respective Boards; therefore, all parties will be signing tandem due to the application deadline.
OTHER AGENCY INVOLVEMENT:
This MOU is with the Coalition of Homeless Services Providers, as the Continuum of Care lead agency, and the County of San Benito. The Office of the County Counsel-Risk Management has approved the MOU as to form.
FINANCING:
This action does not impact the General Fund.

Board of Supervisors by working collaboratively to address and develop a plan for ending homelessness.
