RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Receive update from staff regarding SB 189 (Monning) regarding Fort Ord Reuse Authority extension (FORA).

b. Provide direction to staff.

 

SUMMARY/DISCUSSION:

On June 25, 2019 the Board of Supervisors received an update on SB 189 (Monning) as amended on June 17, 2019.  At the conclusion of discussion, the Board voted to take a “support if amended” position on the June 17 session of SB 189.  The Board sought amendments which would:

1).                      Provide for weighted voting on the reconstituted FORA Board of Directors.

2).                      Extend the Community Facilities District (CFD) past June 30, 2022.

3).                     Extend the time frame beyond the date of June 30, 2022 as currently proposed in

SB 189.

 

Staff was directed to continue to work with Senator Monning’s office to retire bill language as outlined above.  Staff will provide a verbal update on the status of these discussions at the July 9 BoS meeting.  A copy of a June 29, 2019 letter from Chair Phillips to Senator Monning is attached.

 

OTHER AGENCY INVOLVEMENT:

County staff involved in work on SB 189 include the CAO-IGLA and Budget/Analysis divisions, the Auditor-Controller, County Counsel and RMA.  Nossaman LLP, the County’s legislative advocates, have participated in this matter.

 

The Assembly Local Government Committee will hear SB 189 at 1:30p.m. on July 10, 2019.

 

FINANCING:

Staff costs related to work on SB 189 have been addressed through departmental operations funded by the General Fund.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

SB 189 addresses issues important re use of the former Fort Ord and to the region’s economic health.
