RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts/Purchasing Officer to sign Amendment No. 3 to Professional Services Agreement #A-11745 with the Action Council of Monterey County Inc., for the provision of community educational management and contracting for specialized services, to increase the amount by $150,000 for a revised total amount not to exceed $750,000; and to extend the term of the Agreement by two years, for a new term of July 1, 2010 through June 30, 2015.
 
SUMMARY/DISCUSSION:
The Action Council of Monterey County, Inc. (ACMC), created in 1994, is a Non-Profit Organization involved in creating public/private partnerships to address unmet needs within the community, and to provide planning and coordination of such services.  ACMC addresses the reduction in government funding for health and human services for low-income and vulnerable people.  In part, their goal is to create public/private partnerships to promote economic and social justice; to initiate community dialogue and action on critical issues.  ACMC acts as fiscal agent for over two dozen coalitions of individuals who provide valuable services, which are often not available through traditional community resources.  For many years, the Monterey County Health Department has partnered with ACMC establishing a mutual and purposeful relationship, focused on the provision of valuable services to our community.
 
The Board of Supervisors approved and authorized the Contracts/Purchasing Officer to sign Professional Services Agreement #A-11745 (Agreement) on June 29, 2010 in the amount not to exceed $250,000, as well as subsequent Amendments No. 1 (increased by $350,000 for a revised total amount not to exceed $600,000); and No. 2 (extension of term only), on March 22, 2011 and June 1, 2012 respectively.
 
This Amendment No. 3 extends the term of the Agreement, initially from July 1, 2010 to June 30, 2013 to July 1, 2010 to June 30, 2015, and increases funding by $150,000 for a revised total amount of $750,000.  This action will ensure a continued and successful partnership with ACMC, and will allow the Health Department to utilize ACMC's expertise and resources to: 1) secure professionals that provide specialized services and/or equipment involving areas of public health concerns (e.g. public health preparedness conferences, such as the H1N1 epidemic, and/or equipment/supplies for emergency preparedness throughout the County of Monterey); 2) acquire professionals, coordinate summits/trainings in relation to a range of public health topics, such as obesity, asthma and diabetes; and 3) other specialized services as requested by the Director of Health or his designee and/or the Health Officer.  An example of a specialized service may involve the necessity to enter into emergency subcontracts due to, or in preparation for a pandemic outbreak or other health threats to the residents of Monterey County.
 
OTHER AGENCY INVOLVEMENT:
County Counsel and the Auditor-Controller have reviewed and approved this Amendment No. 3 as to legal form and fiscal provisions respectively.  A copy of Amendment No. 3 is on file with the Clerk to the Board.
 
FINANCING:
This Agreement #A-11745 in the amount not to exceed $750,000 is for the period of July 1, 2010 through June 30, 2015.  Services and purchases provided by this Agreement are funded by State and federal grants/resources.
