RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
Approve and authorize the Director of Health Services or designee to sign Amendment No. 4 to Agreement A-14007 between County of Monterey Health Department, Clinic Services Bureau (Clinic Services) and Stericycle, Inc., to increase the contract amount by $40,000 for a revised contract amount not to exceed $233,200 for hazardous medical waste retrieval and disposal services.
SUMMARY/DISCUSSION:
The Health Department Clinic Services Bureau (Clinic Services) operates twelve community clinic sites designated as Federally Qualified Health Centers (FQHCs) which provide preventive, primary, and specialty medical care services
Medical waste retrieval and disposal services are required by various regulating agencies, including Occupational Safety and Health Administration (OSHA), per waste segregation requirements as defined by the Environmental Protection Agency (EPA). On June 26, 2018, the Board of Supervisors approved Agreement No. A-14007 with Stericycle, Inc. to provide hazardous medical waste retrieval and disposal services for both Clinic Services Bureau and the Public Health Bureau.
Amendment No. 1 was executed on July 1, 2020 to extend services through June 30, 2022 and add a site location to scope, Amendment No. 2 was approved by the Board of Supervisors on June 7, 2022 to increase funding and extend services another two years, and Amendment No. 3 was approved on July 1, 2024 to add additional sites, extend services and increase funding to cover the additional year. Approval of the recommended action will maintain the essential waste removal and disposal services for both Bureaus while complying with regulating agencies through the remainder of the Agreement term of June 30, 2026.
While this work is not directly in support of a Health Department Strategic Plan Goal, it is in support of one or more of the ten essential public health services, specifically: 6. Enforce laws and regulations that protect health and ensure safety.
OTHER AGENCY INVOLVEMENT:
The office of County Counsel and Auditor Controller have approved this Agreement and fiscal provisions, respectively. Public Health has reviewed and approves the recommendation.
FINANCING:
Sufficient funds are available in the FY 2025-26 Approved Budgets for both Clinic Services Bureau, (4000-HEA007) and Public Health Bureau (4000-HEA003). This Agreement is funded by revenues generated from Medi-Cal and Medicare. There is no financial impact to the General Fund resulting from approval of this Agreement.
