RECOMMENDATION:

It is recommended that the Board of Supervisors:

SUMMARY/DISCUSSION:

The Health Department Clinic Services Bureau (Clinic Services) operates ten community clinic sites designated as Federally Qualified Health Centers (FQHC), which provide preventive, primary, and specialty medical care services. Clinic Services has been a member of the OCHIN collaborative since 2007, which allows for access and usage of Epic’s Practice Management (PM) and Electronic Medical Record (EMR) systems.

 

Through the years, OCHIN has provided valuable health information technology support and services to Clinic Services during the course of the Epic PM and EMR System utilization, and continuously offers innovative tools and methods, such as progression towards a paperless system, tracking of quality of care variables, and hosting studies focused to improve health care and health outcomes.

 

The purpose of The Women’s Health Project: Postpartum Care Services is to optimize care gaps by implementing an evidence-based quality improvement (QI) initiative to improve health outcomes for postpartum women with respect to adult influenza vaccination and routine vaccination services for adults.  Clinic Services and OCHIN will work together on supporting the design, implementation, and scaling of clinical decision support (CDS) tools and strategies within the OCHIN Epic electronic health record (EHR) with the goal of maximizing tracking, care, and patient follow-up in the postpartum period.

 

The project will be conducted from March 25, 2022 to July 1, 2022. Approval of this action allows Clinic Services to contribute to scientific knowledge about improving adult influenza vaccination in postpartum women.

 

This work supports the Monterey County Health Department 2018 - 2022 Strategic Plan Goal: 1. Empower the community to improve health. It also supports the following of the ten essential public health services, specifically: 1. Monitor health status to identify and solve community health problems; and 9. Evaluate effectiveness, accessibility, and quality of personal and population-based health services.

 

OTHER AGENCY INVOLVEMENT:

The office of the County Counsel has reviewed as to form.  Auditor-Controller has reviewed as to fiscal provisions.

 

FINANCING:

OCHIN will be compensating Clinic Services a clinic impact fee of $10,000 for participation in this initiative. While sufficient funds are available in the FY 2021-2022 Adopted Budget for Clinic Services Bureau, Health Department (4000-HEA007); the funds from this payment will help offset a portion of Clinic Services’ expenditures.
