RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Approve a Professional Services Agreement with GHD Inc. to provide professional engineering services for the Blackie Road Extension Project, Project No. 1151, under Request for Proposals #10864, in a total amount not to exceed $449,683 for Phase 1, for an initial term of three (3) years effective July 1, 2022 to June 30, 2025, with the option to extend the Agreement for two (2) additional one (1) year period(s); and

b.  Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute the Professional Services Agreement and future amendments to the Agreement where the amendments do not significantly alter the scope of work or increase the approved Agreement amount.

 

SUMMARY/DISCUSSION:

On November 8, 2016, the voters of Monterey County, pursuant to the provisions of the Local Transportation Authority and Improvement Act, California Public Utilities Code Section 180000 et seq. (the “Act”), approved the Transportation Safety & Investment Plan Measure X (Transportation Agency of Monterey County [TAMC] Ordinance No. 2016-01) on the Monterey County Ballot, thereby authorizing TAMC to impose and administer the proceeds from a three-eighths cent transaction and use tax (“Measure X”).  Measure X identifies the State Route (SR) 156 project as an eligible use of funds from Measure X revenues.  Part of the SR 156 Corridor includes the extension of Blackie Road to a new interchange at SR 156 and Castroville Boulevard in north Monterey County (Blackie Road Extension Project [hereafter, “Project”]).  TAMC was awarded funds from Senate Bill 1 Local Partnership Program (LPP) in the amount of $250,000 to assist in the Project Approval and Environmental Document (PA&ED) Phase of the Project.  TAMC and Monterey County have agreed to supplement the LPP funds with Measure X to fully fund the completion of the PA&ED Phase of the Project.

 

The California Department of Transportation (Caltrans), in cooperation with TAMC and the County, will be constructing safety and operational improvements along SR 156 in north Monterey County.  The Project will connect these improvements to the local roadway system by constructing a new road from the interchange at SR 156 and Castroville Boulevard, to Blackie Road.  The Project will provide a new connection from the major distribution center in south Castroville to SR 156, reducing truck traffic and congestion on SR 183/Merritt Street through the central part of the community of Castroville.

 

The Department of Public Works, Facilities and Parks (PWFP) has identified a need for professional engineering services for the Project.  The Project scope is divided into Phase I and Phase II.  The Professional Services Agreement (PSA) will initially be for the completion of Phase I - Preliminary Engineering and Design (PA&ED).  Phase II - Final Design, Right of Way Acquisition, and Construction (includes Project Construction and Construction Management) will be authorized once Phase I work is satisfactorily completed, and funding has been secured for Phase II.

 

On March 31, 2022, the County solicited proposals from qualified contractors through Request for Proposals (RFP) #10864 for professional engineering services for the Project, in accordance with the specifications set forth in the RFP.  On May 6, 2022, five (5) proposals from Dokken Engineering, Inc., GHD, Inc., Harris & Associates, Inc., Quincy Engineering, Inc. and TRC Engineers, Inc. were received.  Following review and evaluation of the proposals, GHD Inc. (GHD) was determined to be the most qualified and a PSA was tentatively awarded for their expertise and capabilities necessary to provide the services for the Project through a competitive selection process in accordance with County policies and State and Federal laws under RFP #10864. 

 

PWFP staff recommends that the Monterey County Board of Supervisors approve a PSA with GHD (Attachment A) to provide professional engineering services for the Project in a total amount not to exceed $449,683 for Phase 1 for an initial term of three (3) years effective July 1, 2022 to June 30, 2025, with the option to extend the PSA for two (2) additional one (1) year period(s). 

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved the PSA as to form, and fiscal provisions, respectively.  On August 25, 2021, the TAMC Board of Directors approved a Funding Agreement between TAMC and the County for the Project.  On November 8, 2021, the County approved said Funding Agreement No. A-15609 and added the Project to the PWFP Fiscal Year (FY) 2021-22 Annual Work Program.

 

FINANCING:

The total estimated Project cost, including design engineering, environmental, right-of-way, utilities, and construction is $5,230,000.  Of the $5,230,000 amount, $250,000 will be funded by TAMC’s Regional Measure X funds, $250,000 will be funded by the Senate Bill 1 Local Partnership Program, and the remaining $4,730,000 remains unfunded.  Project costs will be funded per Funding Agreement No. A-15609 with TAMC and will have no immediate financial impact on the Road Fund.  Phase 1 of the Project will be funded by funds derived from Measure X revenues and the LPP funds through the Funding Agreement.  There are sufficient appropriations adopted in the FY 2022-23 Road Fund 002, Unit 8558, Appropriation Unit PFP004 to finance Phase 1 of the Project.  Phase 2 of the Project will be brought forward to the Board of Supervisors via an amendment to the PSA after completion of Phase 1 and once additional funding has been authorized.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommended action supports the Board of Supervisors’ Infrastructure and Public Safety Strategic Initiatives by allowing for the planning and development of sustainable physical infrastructure that improves the quality of life for County residents and supports economic development results, and further provides for adequate County infrastructure.  Additionally, the Project will provide traffic congestion relief, improving the safety for local and regional travelers and the movement of valuable goods to market.
