RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer to sign a Letter of Agreement with Ventura County Medi-Cal Managed Care Commission (dba Gold Coast Health Plan), for health services to be provided by the Health Department's Clinic Services Bureau to members of the Gold Coast Health Plan, effective June 1, 2013 to June 30, 2014; and
b. Authorize the Contracts/Purchasing Officer to approve up to three (3) future amendments to this Agreement where the amendments do not significantly change the scope of work.
 
SUMMARY/DISCUSSION:
Approval of the recommended action will allow for the Health Department's Clinic Services Bureau (“Clinic Services”) to provide care to Gold Coast Health Plan's Medi-Cal Members (“Members”), predominately members of the Mixteco Community who seasonally migrate to the Monterey County area in search of agribusiness employment.  This population could spend a period of months each year in Monterey County before returning to their residence of record in Ventura County, where their primary care providers are located.  This Letter of Agreement will ensure the Members have a ready source of available care while working in Monterey County.
     
Gold Coast Health Plan is a public entity governed by the Ventura County Medi-Cal Managed Care Commission that serves more than 100,000 Medi-Cal beneficiaries living in Ventura County.  One of Gold Coast Health Plan's sister Plans in Northern California is Central California Alliance for Health (“CCAH”).  Clinic Services is a Provider under CCAH with over 74% of its patient population beneficiaries of Medi-Cal and CCAH.  The Agreement aligns with the mission of both Gold Coast Health Plan and Clinic Services to ensure access and to provide appropriate primary and specialty care to its members/patients.
 
Gold Coast Health Plan administrators have requested that the Letter of Agreement be effective June 1, 2013, to provide health care coverage for any eligible beneficiaries who might seek employment in the Monterey County area during the peak months of the agribusiness season.  The signed Letter of Agreement was received from Gold Coast Health Plan on June 24, 2013; the Letter of Agreement was expedited to meet the next available Board Agenda date of July 16, 2013.
 
OTHER AGENCY INVOLVEMENT:
County Counsel, Auditor-Controller and Contracts/Purchasing have reviewed and concur with this recommendation.  Due to late submission of this Board Report, the CAO Budget and Analysis Division was not provided adequate time to fully review for potential fiscal, organizational, policy, or other implications to the County of Monterey. The Agreement is on file with the Clerk of the Board.
 
FINANCING:
There are sufficient appropriations and revenues available in FY 2013-14 Health Department, Clinic Services Bureau's Appropriation 4000- HEA007 Adopted Budget to cover request.  Clinic Services will bill Gold Coast Health Plan and Medi-Cal to cover services provided to health plan members.
