RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Director of Emergency Management or designee to execute a Grant Agreement with the California Office of Emergency Services (CalOES) accepting a grant award of $993,038 for deploying a Chief Resilience Officer and implementing the Prepare California Jumpstart Initiative for the grant period of August 1, 2023, through June 30, 2028; and

b. Receive a presentation of the Prepare California Jumpstart Initiative; and

c. Approve an increase appropriations and estimated revenues for the first year of the 5-year performance period of $198,000 for the Department of Emergency Management Budget Unit 001-1040-DEM001-8588 Adopted Budget (4/5ths vote required)

 

 

SUMMARY:

The Department of Emergency Management (DEM) applied for and was notified on July 25, 2023, that they were approved for the Prepare CA JumpStart #JS22-010. The grant will provide funding over a 5-year performance period from August 1, 2023, through June 30, 2028, to allow funding for a Chief Resilience Officer (Management Analyst III).

 

DISCUSSION:

The County of Monterey has experienced significant widespread damage from a succession of winter storms consistently each year and is in the process of managing several disaster and pandemic events.  County staff is actively working with CalOES to restore critical county infrastructure to previous conditions.  Funds awarded under the Prepare CA JumpStart Initiative grant will be utilized to fund DEM’s deployment of a Chief Resilience Officer (Management Analyst III). DEM is requesting the allocation of 1.0 FTE Management Analyst III to address the increasing workload and complexity of operations associated with the Community Resilience Plan and Prepare California Jumpstart Initiative Grant. These positions will be a valuable resource in aiding the County by providing ongoing assistance and sharing available resources to the community affected by the winter storms, such as the Pajaro community.

 

OTHER AGENCY INVOLVEMENT:

The County Administrative Office (CAO) oversees DEM operations and has reviewed the recommendations. The Human Resource Department is assisting DEM in coordinating the recruitment process of the Chief Resilience Officer (Management Analyst III).

 

FINANCING:

The Department of Emergency Management is requesting to increase appropriations and estimated revenues of $198,000.00 for the Department of Emergency Management’s Budget Unit 001-1040-DEM001-8588 Adopted Budget.  The total award funding will be split equally over the grant performance period of August 1, 2023, through June 30, 2028. The grant amount of $993,038.00 is awarded under the CalOES Prepare CA Jumpstart initiative Grant and requires no financial leveraging through other federal, state, or local funds or other social investments. The general fund will incur the cost of managing and administering the grant with existing DEM staff, the cost is estimated at approximately $25,000 annually. The Grant reimburses funds for eligible activity and does not require a local match. 

 

The cost of the allocated position will be covered by Grant funds over the performance period.  After the 5-year performance period ending June 30, 2028, DEM intends to seek additional grants or incorporate the cost into the baseline budget development process. The County is not required to sustain the new positions after the grant funds expire. At their August 30, 2023, meeting, the Budget Committee supported their recommendations.
