a. Authorize the Director of Health to execute Master Service Agreement No. 888-14-20-54 ("Master Agreement") with Research Triangle Institute International ("RTI International") to fund Subaward No. 1-312-0214493-51911L ("Subaward") to support the NIH Grant titled "Community Violence and Reproductive Health Among Youth in Salinas California," for the period October 28, 2014 through termination in accordance with the terms of the Master Agreement; and
b. Authorize the Director of Health to execute a three year and six months (October 28, 2014 to April 30, 2018) Subaward with RTI International, in the amount of $143,880 for the provision of research consultation services by the County of Monterey, in the amount of $35,970 for October 28, 2014 through April 30, 2015, $35,970 for May 1, 2015 through April 30, 2016, $35,970 for May 1, 2016 through April 30, 2017, and $35,970 for May 1, 2017 through April 30, 2018; and
c. Authorize the Director of Health to execute up to three future amendments to the Master Agreement where the total amendment amounts do not exceed ten percent (10%) of the total contract amount and do not significantly change the scope of services; and
d. Authorize the Director of Health to execute up to three future amendments to the Subaward where the total amendment amounts do not exceed ten percent (10%) of the total contract amount and do not significantly change the scope of services.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Director of Health to execute Master Service Agreement No. 888-14-20-54 ("Master Agreement") with Research Triangle Institute International ("RTI International") to fund Subaward No. 1-312-0214493-51911L ("Subaward"), to support the NIH Grant titled "Community Violence and Reproductive Health Among Youth in Salinas California," for the period October 28, 2014 through termination in accordance with the terms of the Master Agreement; and
b. SUMMARY/DISCUSSION:
The National Institutes of Health awarded a grant titled "Community Violence and Reproductive Health among Youth in Salinas California," to RTI International for the purpose of identifying the factors that influence the onset of youth violence and sexual health risks among Salinas adolescents. RTI International requests a contract with the County of Monterey on behalf of the Monterey County Health Department (MCHD) for the provision of research consultation services in relation to the grant research project. The objective of the study is to address existing gaps in research on structural and interpersonal factors in a rural, agricultural community that influence the onset of youth violence and sexual health risks associated with teen pregnancy during the transition from early to middle adolescence.
Teen pregnancy and youth homicides are two of the most significant public health problems impacting the lives of Salinas youth. This grant builds on MCHD's youth violence prevention program, STRYVE and the teen pregnancy prevention program POSTPONE. This research project will guide in the development of interventions, tailored to meet the needs of Salinas youth that address these risks to adolescent health and safety.
MCHD will act as fiscal agent of this Subaward and will also establish a Memorandum of Agreement with Natividad Medical Center for the provision of a Co-Principal Investigator for the research project.
This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative to "enhance community health and safety by emphasizing prevention." It also supports the essential public health service of "Research for new insights and innovative solutions to health problems."
OTHER AGENCY INVOLVEMENT:
County Counsel, Risk Management and the Auditor-Controller have reviewed and approved the Master Agreement and Subaward as to legal form, liability and fiscal provisions respectively. Natividad Medical Center has reviewed the Agreement and concurs. Copies of the Master Agreement and Subaward are on file with the Clerk of the Board.
FINANCING:
Subaward No. 1-312-0214493-51911L is fully funded by a grant from the National Institutes of Health through RTI International. There are sufficient appropriations in the Health Department's Fiscal Year 2014-15 Adopted Budget (4000-HEA003-8124).
