RECOMMENDATION:
It is recommended that the Housing Advisory Committee hold a workshop to review the 2025 Work Plan and provide direction to staff.
SUMMARY/DISCUSSION:
The Monterey County Housing Advisory Committee (HAC) was created pursuant to Ordinance No. 3093 for the purpose of advising the Board of Supervisors and Planning Commission on matters relating to the Housing Element of the General Plan and the Inclusionary Housing Ordinance. Additionally, the HAC may study, review, and conduct public hearings on housing problems with an eye towards developing recommendations for consideration by the Monterey County Planning Commission and Board of Supervisors to address those problems.
In August 2024, the County submitted its draft 6th Cycle Housing Element (HE) to the California Department of Housing and Community Development (CA HCD) for the first state day review period. HCD comments on the draft document are expected November 19, 2024, with the Board adopting the final document in spring 2025.
Chapter 8 of the Draft HE includes a “Housing Plan.” The Housing Plan includes goals in five areas: H-1: Conserve, Preserve, and Improved the Existing Supply of Housing; Goal H-2: Assist in the Development of Housing; Goal H-3: Provide Adequate Sites for a Variety of Housing Types; Goal H-4: Remove Governmental Constraints; and, Goal H-5: Promote Housing Opportunities for All Persons. The HE identifies 51 programs to achieve these goals. The goals, policies, and programs included in the HE is driven by regulatory requirements and state mandates, primarily meeting the Regional Housing Needs Allocation (RHNA) and affirmatively furthering fair housing.
Staff is recommending that the HAC review the Draft 6th Cycle HE before identifying the specific programs that it would like to work on during 2025 as implementation of Chapter 8 of the HE will likely guide the work program discussion. At the hearing staff will present an overview of the Draft 6th Cycle HE, explain the assumptions, process, and where staff thinks the HAC has a role in finding creative ways to implement the various programs.
As part of the 2025 Work Plan development process, the HAC will also consider the 2024 Work Plan, outstanding referrals to staff from the Board of Supervisors, Planning Commission, and the HAC.
