RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 5 to Substance Use Disorder Treatment Services Agreement with Door to Hope to add one-time Coronavirus Aid, Relief, and Economic Security (CARES) Act funding of $29,245 to the current Agreement amount of $6,284,025 for a new total Agreement amount not to exceed $ 6,313,270 for Fiscal Year (FY) 2020-21.

 

SUMMARY/DISCUSSION:

The County currently has Agreement A-14019 for a current contracted dollar amount of $6,284,025 with Door to Hope.  As part of the Monterey County Health Department, Behavioral Health Bureau’s Drug Medi-Cal Organized Delivery System (DMC-ODS) Waiver Implementation Plan, Door to Hope provides substance use disorder residential and outpatient treatment services.

 

The Coronavirus Aid, Relief, and Economic Security (CARES) Act provided funding to governments to be used toward homelessness, public health, public safety, and other services to combat the COVID-19 pandemic. This Amendment No. 5 adds one-time CARES Act Funds for FY 2020-21 to cover necessary expenditures incurred by Door to Hope due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19).

 

This Agreement contains the County’s standard 30-day “no cause” and termination for “cause” provisions (Section 5) and a defunding provision (Section 6), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This supports the Monterey County Health Department 2018-2022 strategic plan initiative: 1. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING:

This Agreement is funded by 48% Federal Substance Abuse Block Grant (SABG), 34% Drug Medi-Cal, and 18% AB109 funding. The funds for FY 2020-21 have been included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2020-21 Adopted Budget.
