a.  Approve the Urban County Amended Consolidated Plan; and

b.  Authorize the Director of Economic Development to submit the Amended Consolidated Plan to the U.S. Department of Housing and Urban Development (HUD).

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve the Urban County Amended Consolidated Plan; and

b.                     Authorize the Director of Economic Development to submit the Amended Consolidated Plan to the U.S. Department of Housing and Urban Development (HUD).

 

SUMMARY:

The U.S. Department of Housing and Urban Development (HUD) has re-qualified Monterey’s Urban County for entitlement purposes for Fiscal Year (FY) 2016-17 through FY 2018-19.  Participants include past participating jurisdictions of unincorporated portions of Monterey County and Gonzales and new participating jurisdictions of Greenfield and Sand City.  To receive its annual Community Development Block Grant (CDBG) grant allocation, the Urban County must revise the Consolidated Plan to reflect the new configuration. 

 

DISCUSSION:

On April 6th, 7th and 9th, 2016, a Notice of a 30-Day Public Comment Period and the Adoption of the Community Development Block Grant Program FY 2016-17 Annual Action Plan & Revised Consolidated Plan was published in the following papers: Coast Weekly, Gonzales Tribune, Soledad Bee, Greenfield News and the King City Rustler, and El Sol newspapers.

 

The purpose of the Public Hearing, held May 10, 2016, was to receive final comments on the Amended Consolidated Plan and Draft Action Plan for the FY 2016-17 Community Development Block Grant (CDBG) program.  Prior to the public hearing, updated data for the newly configured Urban County was not available from HUD.  It was expected that the new data would not be significant such that it would change the conclusions.  Therefor, the narrative sections of the Consolidated Plan were amended without the new data and the document was issued for the 30-Day Public Comment Period.  Just prior to that date, HUD released updated data for the newly configured Urban County.  However, it was received too late to incorporate the data into the Amended Consolidated Plan for Board approval.  When the Board of Supervisors held the Public Hearing on May 10, 2016, staff requested that the Amended Consolidated Plan be brought back for final approval when the data was incorporated into it.  As expected, the data was not significantly different and did not change the Consolidated Plan’s conclusions.  No public comment regarding the Amended Consolidated Plan was received at the public hearing held on May 10, 2016.

 

It is now recommended that the Board of Supervisors approve the Amended Consolidated Plan, which incorporates HUD’s updated data and authorize its submission to HUD in order for the County to receive direct entitlement funding for FY 2016-17 as well as in future years.  A final copy of the document will be made available on each participating jurisdiction's website and a hard copy will be available at the Economic Development Department immediately thereafter.

 

OTHER AGENCY INVOLVEMENT:

The Cities of Gonzales, Greenfield, and Sand City have partnered with the County to be requalified as a HUD-designated Urban County.  County Counsel has reviewed the Amended Consolidated Plan, as to form.

 

FINANCING:

The HUD grant is an annual agreement.  The County anticipates $1,797,643 from grant and program income sources in FY 2016-17.  In order to continue to receive annual entitlement funding, subject to the federal budget process, the County must submit an Amended Consolidated Plan. 

 

The grant has been budgeted in the FY 2016-17 recommended budget in Fund 13, Unit Code 8200 (Community Development Grants), Appropriation Code DEO 003.  There is no impact to the General Fund as a result of the Board’s approval of the Amended Consolidated Plan.
