RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute a retroactive Facilities Use Agreement between the County of Monterey and Rancho Cielo Inc. to permit the use by the Health Department - Behavioral Health Bureau of two (2) office spaces on Rancho Cielo premises, for the provision of behavioral health services to youth participating in programs on the Rancho Cielo campus in the amount of $12,000 for Fiscal Year 2026-27 and $12,000 for Fiscal Year 2027-28; for a total Agreement amount not to exceed $24,000 for the term beginning July 1, 2026 through June 30, 2028;

b. Accept the recommendation of the Director of Health Services or designee regarding nonstandard risk provisions terms; and

c. SUMMARY

The County currently maintains Facility Use Agreement A-14769 with Rancho Cielo, Inc. which expired on June 30, 2026. Rancho Cielo, Inc. (Rancho Cielo) is a non-profit organization youth campus that provides services to court-involved, at-risk youth in Monterey County. County of Monterey Behavioral Health Bureau (MCBHB) and Rancho Cielo have established a collaborative relationship in providing support and recovery to at-risk youth on Rancho Cielo premises since 2009. Rancho Cielo will continue to provide MCBHB the use of two (2) office spaces on Rancho Cielo premises to provide mental health services to youth participating in programs at Rancho Cielo.

 

DISCUSSION

County of Monterey Behavioral Health Bureau (MCBHB) and Rancho Cielo have an established, collaborative relationship in providing support and recovery to at-risk youth on Rancho Cielo premises since 2009. Rancho Cielo, Inc. (Rancho Cielo) is a non-profit organization youth campus that provides services to court-involved, at-risk youth in Monterey County. Rancho Cielo is seen as an integral part of the overall community initiative to help youth overcome juvenile violence and substance use and help youth become educated and skilled for a successful life. Since 2009, MCBHB has provided on-site clinical support to youth participating in programs at Rancho Cielo, and there is a Services Agreement in place committing MCBHB to providing that clinical support with a Psychiatric Social Worker.

 

The County currently maintains Facility Use Agreement A-14769 with Rancho Cielo, Inc. which expired 30, 2026. The new Facilities Use Agreement between Rancho Cielo and MCBHB will allow for the continuation of this long-standing relationship. Through the agreement, Rancho Cielo will provide MCBHB the use of two (2) office spaces on Rancho Cielo premises to allow for a private, appropriate space for MCBHB to provide mental health services to youth participating in programs at Rancho Cielo.

 

This Agreement is being presented late to the Board due to delays in contracting that arose from a change in leadership and a review of funding source within the shifting landscape of behavioral health.

 

This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goal: Provide Exceptional Person-Centered Care through Accessible, Community-Focused Health Services. It also supports the following of the ten essential public health services, specifically: Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT

The Office of County Counsel, Risk Management, and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively. 

 

FINANCING:

This Agreement is funded by Medi-Cal revenue and 2011 Realignment funds. The funds for this Agreement are included in the Health Department’s Behavioral Health Bureau (Fund 1310, Department 400005) Fiscal Year 2026-27 Adopted Budget.  The funds for this Agreement for FY 2027-28 will be included in the Health Department’s Behavioral Health Bureau (Fund 1310, Department 400005) respective FY 2027-28 Requested Budgets.

 

BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:

This recommendation supports and advances the Board of Supervisors Strategic Plan Goal of Well-Being and Quality of Life by allowing for the provision of mental health services for youth participating in programs at Rancho Cielo, allowing them to access health programs to support their quality of life.
