Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Community Human Services for emergency shelter, counseling and domestic violence services in the amount of $140,000 for the period of January 1, 2022 to December 31, 2023; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($14,000) of the  contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The Monterey County Community Action Partnership (MCCAP) within the Department of Social Services (DSS) administers federal community service block grant (CSBG) funds allocated to the county by the California State Department of Community Services and Development (CSD). MCCAP directs CSBG and County Homeless and Domestic Violence funds to support a variety of services within Monterey County. Service priorities are identified through the bi-annual Community Action Plan process which includes community input. Contractors are selected through a competitive Request for Proposals (RFP) process.            

 

This agreement will provide a variety of Domestic Violence Intervention and Prevention programs and services to low-income county residents. Parenting Education supports at-risk families experiencing conflict or impacted by domestic violence and child abuse. Domestic Violence and Anger Management (DV/AM) classes focus on the offender, include a 52-week and a 12-week certified course for perpetrators of domestic violence. The supervised Visitation/Anger Management Program includes a home-like setting for non-custodial parents and children to interact. Drug and alcohol intervention services for youth are provided and include clients impacted by community violence.  Emergency shelter and food services are provided through the Safe Place, Salinas Valley Street Outreach Program (SVSOP) and Safe Passage programs. These programs provide emergency shelter, street outreach, meals and snack bags, and informal street counseling. Safe Passage provides 18 to 24 month stays in a group housing facility for those 18-24 years of age. 

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Contracts/Purchasing has reviewed and approved this Agreement. County Counsel has approved the agreement as to form.

 

 

FINANCING:

This agreement is funded with County Domestic Violence Trust Funds. There are sufficient appropriations and estimated revenues for Social Services Community Programs 001-5010-SOC004 included in the FY 2021-22 Adopted Budget. Future year funding will be incorporated into the corresponding budget process.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates with the Health & Human Services Strategic Initiatives adopted by the Board of Supervisors by allowing the Department to continue to provide programs and services to the very-low-income residents of the County.
