Adopt Resolution to:
a. Authorize the application for and acceptance of the Transitional Housing Program Allocation award dated February 7, 2020 in the amount of $145,600 through June 30, 2022 to help young adults who are 18 to 25 years of age secure and maintain housing, with priority given to former foster or probation youth; and
b. Authorize the Director of Social Services, or her designee, to act on behalf of the County in connection with the State Transitional Housing Program Allocation award and to enter into, execute, and deliver any and all documents required or deemed necessary or appropriate to be awarded the Transitional Housing Program Allocation award, and all amendments thereto; and
c. Agree that the County shall be subject to the terms and conditions that are specified in the THP Allocation Award Documents, and that Applicant will use the THP Allocation award funds in accordance with the Allocation Acceptance form, other applicable rules and laws, the THP Program Documents, and any and all THP requirements.

RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution to:
a) Authorize the application for and acceptance of the Transitional Housing Program Allocation award dated February 7, 2020 in the amount of $145,600 through June 30, 2022 to help young adults who are 18 to 25 years of age secure and maintain housing, with priority given to former foster or probation youth; and

SUMMARY/DISCUSSION:
Pursuant to item 2240-102-0001 of Section 2.00 of the Budget Act of 2019 (Chapter 23 of the Statutes of 2019) and Chapter 11.7 (commencing with Section 50807) of Part 2 of Division 31 of the Health and Safety Code (HSC), the Department of Housing and Community Development (HCD) is allocating funding to counties for the purpose of housing stability to help young adults, 18 to 25 years old, secure and maintain housing, with priority given to former foster or probation youth. The allocation is based on each county's percentage of the total statewide number of young adults aged 18 to 25 years in foster care. The funds may be used to identify housing services, assist this population to secure or maintain housing, improve coordination of services, link to community resources, or provide outreach to target those with the most severe need.

FINANCING:
This is a State allocation for $145,600 through June 30, 2022. Appropriations are available in the FY 2019-20 Adopted Budget if needed, however the bulk of the appropriations and revenues have been built into the FY 2020-21 Requested Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department of Social Services to provide services to transitional age youth.
