RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Award a contract to Anderson Pacific Engineering Construction, Inc., the lowest responsible bidder, for the Hartnell Road Bridge, Project No. 3854, in the total amount of $2,250,698.

b.  Approve the Performance and Payment Bonds executed and provided by Anderson Pacific Engineering Construction, Inc.;

c.  Authorize a contingency, not to exceed ten percent (10%) of the contract amount or $225,070, to provide funding for approved contract change orders;

d.  Authorize the Director of Public Works, Facilities and Parks to execute the contract and, subject to the terms of the Public Contract Code and Board Policies as applicable, approve change orders to the contract that do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of work; and

e.  Authorize the Director of Public Works, Facilities and Parks to execute a Certificate of Completion and record a Notice of Completion with the County Recorder when the Director determines that the contract is complete in all respects in accordance with Plans and Special Provisions for the construction of the Hartnell Road Bridge, Project No. 3854.

 

SUMMARY:

Approval of the recommended action will authorize the Monterey County Department of Public Works, Facilities and Parks (PWFP) to award the Hartnell Road Bridge Replacement Project construction contract to Anderson Pacific Engineering Construction, Inc., as the lowest responsible, responsive bidder and proceed with construction.  In general, the project consists of constructing a new bridge and removing the existing bridge located just south of the City of Salinas.

 

DISCUSSION:

The Hartnell Road Bridge Replacement Project (Project), County Bridge No. 209 will construct a new bridge on Hartnell Road Bridge over the Alisal Creek to replace the existing bridge. The Project is located just south of the City of Salinas.

 

The existing bridge has narrow lanes and was determined to be seismically deficient.  The bridge was programmed to be replaced under the State Seismic Retrofit Program. The new bridge will be a two (2) lane concrete box girder bridge located in the same alignment as the existing bridge.  The new bridge will also improve the alignment of the road approaches and make the flow of the Alisal Creek more efficient under the road.  The Project will require a closure of Hartnell Road during construction of the bridge.  Alternate routes around the Project site have been identified and will be signed accordingly.

 

On September 22, 2020, the Board of Supervisors approved the Plans and Special Provisions for the Hartnell Road Bridge Replacement, Project No. 3854. The project was subsequently advertised, and bids were opened on April 14, 2022. A total of five (5) bids were submitted for the project. The lowest responsible, responsive bidder was Anderson Pacific Engineering Construction, Inc., with a bid of $2,250,698. The second bidder was Graniterock Company, Inc., with a bid amount of $2,378,696.10.

 

In compliance with the California Environmental Quality Act (CEQA), PWFP filed a Final Initial Study and Mitigated Negative Declaration (IS MND) on January 23, 2018.  Caltrans, as the designated lead for the National Environmental Policy Act (NEPA), determined that the Project is categorically excluded from having to prepare an Environmental Assessment (EA) or an Environmental Impact Statement (EIS).  Caltrans approved the NEPA Categorical Exemption/Categorical Exclusion Determination on April 4, 2017.

 

On April 4,2022 the Board of Supervisors approved the Project Plans and Special Provisions and authorization to advertise the “Notice to Bidders”.   Construction is anticipated to begin in June 2022 and is scheduled to take approximately seven (7) months to complete.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management, and Auditor-Controller’s Office have reviewed and approved the contract documents in the Project Special Provision as to form, legality, insurance, indemnification provisions, and fiscal provisions

 

FINANCING:

The total estimated Project cost including engineering design, environmental documentation and permitting, right-of-way, and construction is $4,126,229.

 

The Project is funded mostly through the Federal Highway Administration (FHWA) Highway Bridge Replacement Program in the amount of $3,476,458.  The federal funds require an 11.43% local match that will be provided by State Toll Credits Fund ($448,639) and Measure X funds    ($201,132).  See Attachment B for further details on the Project budget.  There are currently sufficient appropriations in the amount in the adopted FY 2022-23 Road Fund 002, Appropriation Unit PFP 004 budget to finance the construction phase of the Project.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Project will replace the existing bridge on Hartnell Road Bridge Replacement, with a new two (2) lane bridge utilizing an improved alignment to provide a safer passage across the Alisal Creek for motorists. The recommended action supports the following Board of Supervisors’ Strategic Initiative:
