Title: a. RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute a Lease Agreement with Seneca Family of Agencies, retroactive to November 1, 2022, and ending ten (10) years after the issuance of a Certificate of Occupancy, for approximately 6,205 square feet of space located at 124 River Road, Salinas, California, for use by the Health Department’s Behavioral Health Bureau to satisfy a California Health Facilities Financing Authority (CHFFA) grant funding requirement to develop a Crisis Residential Treatment and Crisis Stabilization program; and

b. Authorize the Director of Health Services or designee to execute minor amendments to the Lease Agreement if deemed in the best interest of the County, subject to review and approval as to form by the Office of the County Counsel.

 

SUMMARY/DISCUSSION

The County of Monterey was awarded the California Health Facilities Financing Authority (“CHFFA”) Investment in Mental Health Wellness Grant Program for Children and Youth infrastructure funds in the amount of $1,851,546 to develop a Crisis Stabilization and Crisis Residential Treatment program. The County has partnered with Seneca Family of Agencies (“Seneca”) to use grant funds to renovate Seneca’s existing property to develop a Crisis Residential Treatment and Crisis Stabilization program. This Lease Agreement is pursuant to California Code of Regulations 7326 to use the CHFFA grant funds for renovation on property that is leased. The Lease sets forth the terms and conditions under which the County and Seneca will use space specifically for the Crisis Stabilization and Crisis Residential Treatment renovation project funded by CHFFA grant funds.

 

There currently are no facilities providing Crisis Stabilization and Crisis Residential Treatment service in Monterey County. Having a local intensive residential based care to serve children and youth suffering from severe mental illness will address the gap in service in the current behavioral health system of care.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goals: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Department of Public Works Facilities and Parks advised the Health Department with its development of the Lease Agreement. The Office of the County Counsel and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively. Risk Management has approved as to insurance and indemnity. 

 

FINANCING:

This Agreement consists of lease terms only. There are no fiscal provisions; therefore, there is no impact on the Bureau’s (HEA012, Unit 8410) budget.
