RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Adopt a resolution to authorize the Department of Emergency Management (DEM) to submit a application to the California Governor’s Office of Emergency Services (CalOES) for the 2023 Winter Storms Flood Relief (WS) Program Grant in the amount not to exceed $20,000,000.00 for the grant period of July 1, 2023 - June 30, 2024; and

b. Designate and authorize County staff position Director of Emergency Management and/or their designee to execute grant documents and applications for the development and submission of the grants; and

c. Authorize the Department of Emergency Management to receive monies from the 2023 Winter Storms Flood Relief (WS) Program Grant in the amount not to exceed $20,000,000.00 for the one-year grant term during FY23-24.

 

 

DISCUSSION/SUMMARY:

Assembly Bill 102 SEC. 11.86. allowed for the appropriation of funds to support costs associated with preparedness, response, recovery, and other associated activities related to the 2023 storms, the resulting snowmelt, and other flooding risks, including, but not limited to, supporting communities and vulnerable populations, such as farmworkers, from these impacts and to better withstand future flood events. $20,000,000 shall be disbursed to the County of Monterey for it to administer in support of flood relief for the community of Pajaro, located within the county. This amount shall be available for assistance to individuals, households, and the community, including direct relief to all residents and workers, regardless of documentation and citizenship status. Assistance shall be available for purposes including, but not limited to, home inspections, remediation, repairs, and retrofits; rental assistance; vehicle replacement assistance; infrastructure repairs, upgrades, and development; and community outreach. Benefits provided pursuant to this paragraph shall not be in duplication or replacement of benefits available or received through other existing assistance programs.

 

These funds have been established under the 2023 Winter Storms Flood Relief (WS) Program administered by the California Governor’s Office of Emergency Services (Cal OES). The County of Monterey and the County of Merced are the only eligible applicants. The purpose of the WS Program is to provide flood relief assistance to the communities of Pajaro and Planada, which are located within the counties of Monterey and Merced, respectively.

 

The Grant Subaward performance period is July 1, 2023 - June 30, 2024. The WS Program is supported through the State General Fund. There is no match required for the WS Program. Funds will be advanced once all required documentation has been completed and received by Cal OES.

 

The Department of Emergency Management (DEM) has established the Monterey County Pajaro Recovery Task Force to work with the community of Pajaro, Monterey County Departments, Public Safety Agencies, Community Based Organizations, State, And Federal Agencies to identify long-term recovery and resilience projects for the flood impacted community of Pajaro. At such time that a community-led planning effort has been conducted, the Task Force will identify projects - for which there are no local or federal monies - to recommend to the Board of Supervisors the strategic use of the funds to assist the community of Pajaro recover and become more resilient.

FINANCING:

This recommendation does not include the cost of Management and Administration of the grant and as such will impact DEM’s FY 2023-24 budget.  Determine if the funds can be used for M&A. Direction from the BOS to allocated 10% for M&A

 

If awarded, DEM through the Monterey County Pajaro Recovery and Resilience Task Force will make recommendations and seek authorization from the Board of Supervisors for the use appropriation of funds.
