RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute an Agreement with the Hartnell College Foundation for the development by Health Department staff from the Planning, Evaluation, and Policy (PEP) Unit of a Healthcare Workforce Assessment in the amount of $25,460 (payable to County) for the period of April 29, 2016 through August 31, 2016.
SUMMARY/DISCUSSION:
The Monterey County Health Department (MCHD) recommends the approval of an Agreement for $25,460 with the Hartnell College Foundation; where the Planning, Evaluation, and Policy Unit of the Monterey County Health Department will conduct an analysis of current and future health workforce trends. Data collected will then be compiled into an infographic data report showcasing trends for nursing, allied health, and public health professions. The purpose of this analysis is to assist in the projection of anticipated health care workforce employment opportunities and gain a better understanding of current educational programs available that are designed to meet local employer needs.
MCHD will collaborate with Hartnell College and UC Berkeley to conduct this analysis. Components of this analysis will include: a secondary data scan specific to these healthcare areas, employer needs surveys to be conducted by MCHD, in-person interviews to be conducted and employer engagement convenings and presentation, to be conducted by Hartnell College and UC Berkley’s Associate Dean of Public Health.
This work supports the following Monterey County Health Department 2011-2015 strategic plan initiatives: 1) Empower the community to improve health through programs, policies, and activities. 2) Enhance community health and safety through prevention, and 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality services. It also supports one or more of the ten essential public health services, specifically: 5) Develop policies and plans that support individual and community health efforts, and 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel and Risk Management have reviewed and approved this Agreement as to legal form and liability provisions, respectively.
FINANCING:
This Agreement is funded 100% by Hartnell College for a service being performed by MCHD. There are sufficient appropriations and revenues in the Health Department (HEA014-8438) FY 2015-16 Adopted Budget and FY 2016-17 Recommended Budget. There is no impact to the County General Fund.
