RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a resolution authorizing and directing the Auditor-Controller to amend the Fiscal Year (FY) 2021-22 Adopted Budget for County Service Area 53 - Arroyo Seco, Fund 080, Appropriation Unit PFP034, increasing appropriations by $74,766, funded by Fund 080 unassigned fund balance for storm drainage maintenance and repairs (4/5th vote required).

 

SUMMARY/DISCUSSION:

The drainage ditch adjacent to Arroyo Seco Road is filled with sediment from the Clark Road intersection downstream approximately 1.5 miles. The loss of conveyance capacity has resulted in increased flooding of Arroyo Seco Road during both the winter and summer months (when even irrigation runoff can result in flooding because the ditch has very little to no capacity remaining). The loss of conveyance capacity has also resulted in deterioration of the public road edge, and increased complaints from the public.  It will cost approximately $269,000 to clean this segment of the drainage ditch.  Drainage system maintenance is also needed downstream of Arroyo Seco Road including additional ditch clearing and pond excavation. 

 

This project was not included in the FY 2021-22 budget as the scope and cost were still under development. The estimated project cost is $344,000, which includes $269,000 to clean the segment of the drainage ditch and $75,000 for pond excavation. The project will be completed under a job order contracting (JOC) project with the Gordian Group and Granite Construction. The requested appropriation increase will provide sufficient funding necessary to complete the drainage system maintenance activities. The CSA 53 Fund Balance will fund the storm drainage maintenance repairs and pond excavation, while the Road Fund will cover road-related ditch maintenance such as Clear and Grub, Excavate to Offhaul, and Excavate to Roadway.  Attachment A provides the detailed project budget.

 

 

 

OTHER AGENCY INVOLVEMENT:

This recommendation was reviewed and approved by the Budget Committee on July 28, 2021.

 

FINANCING:

If approved, the recommended action will increase appropriations for Fiscal Year 2021-22 Adopted Budget for County Service Area 53 - Arroyo Seco, Fund 080, Appropriation Unit PFP034, from $53,234 to $128,000 (an increase of $74,766), using unappropriated fund balance, to fund the additional expenditures necessary for the recommended storm drainage maintenance and repairs.  The FY 2021-22 adopted budget for the Road Fund includes appropriations specifically for road-related drainage ditch maintenance, of which $216,000 will be used for this project.  Attachment B provides a Financial Summary for the County Service Area 53 - Arroyo Seco Fiscal Year Ending June 30, 2022.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The requested appropriation for CSA 53 will clear the drainage ditch and the road infrastructure will be repaired. The recommended action complies with the Board of Supervisors’ Strategic Initiatives for Infrastructure and Public Safety.
