Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Information Technology Department to execute a non-standard agreement with Pluralsight to purchase Skills Business Professional license subscriptions, for the term June 16, 2021 through June 16, 2025, in an amount not to exceed $85,137;

b. Approve non-standard agreement terms as recommended by the Director of the Information Technology Department; and

c. Approve and authorize the Director of the Information Technology Department to execute up to three (3) amendments to the Agreement, extending the term by one (1) year each, subject to County Counsel approval, provided the terms of the Agreement remain substantially the same and provided the total amount of all extensions does not exceed more than 10% of the original annual cost ($8,514.00 maximum additional cost).

 

SUMMARY/DISCUSSION:

Pluralsight is online training platform that allows employees to measure and build their information technology (IT) skills. The platform provides a library of skill assessments, video courses, interactive courses, cloud labs, and hands-on projects to help employees build and enhance their skills in the technologies that the County utilizes. The platform is authored by subject matter experts and industry leaders in fields such as cloud, security, information technology operations, and data and mobile. It allows employees to visually see what types of skills they need to succeed as well as where there may be skill gaps and what they need to work on to master their technology roles.

 

The Pluralsight platform is currently being used by the Information Technology Department (ITD). The proposed Skills Business Professional subscriptions will provide learning programs designed to provide skill building courses for ITD employees and staff in County departments who provides support and maintenance of business systems and applications. It also provides the department managers and supervisors with the capability to track education and certifications for their staff. It also helps managers and supervisors better manage employee critical IT skills development in one central location.

 

OTHER AGENCY INVOLVEMENT:

County Counsel cannot approve the agreement due to the following non-standard provisions: non-standard indemnity provisions; warranty limitations and “as-is” acceptance of product; and limits on amount of and types of liability to the County.

 

FINANCING:

The funds for payment of the costs of this Agreement have been included in the FY20-21 Approved Budget for the Information Technology, ITD 1930, Unit 8439 Appropriations Unit INF002. Transactions relating to future fiscal years will be included in each respective Recommended Budget.
