RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution approving the June 2013 revision to the County of Monterey Emergency Operations Plan in accordance with Chapter 2.68.080 and 2.68.040 of the County Code.
SUMMARY:
Section 2.68.080 of the County Code prescribes the purpose and process for adopting and maintaining an Emergency Operations Plan (EOP) for the County of Monterey. An Emergency Operations Plan is a key component of an emergency operations program, establishing the overall authority, roles and functions performed during response to major emergencies and disasters. The EOP also sets forth those overall authorities, roles and functions for preparedness, recovery and mitigation phases of emergency management. The emergency operations program is in continuous operation and includes non-disaster related activities such as training, exercises and public education. This plan provides the basis for the preparation of emergency operations including roles and responsibilities of government and emergency support agencies. The EOP is provides guidance for disaster response and recovery.
DISCUSSION:
The County's May 2000 edition of the EOP was in need of revision to maintain compliance with California's Standard Emergency Management System (SEMS) and the National Incident Management System (NIMS), and to reflect changes made within the County's emergency operations program to address the challenges of responding to and recovering from major emergencies and disasters within the County in today's environment. FEMA's National Response Framework identifies the local jurisdiction's responsibility to develop detailed, robust all-hazards/all threats EOPs that should address strategies for both no-notice and forewarned events giving consideration to assisting the access and functional needs population. The June 2013 EOP has a simple format and is based on the federal Comprehensive Planning Guide 101Version 2.0 document for writing and maintaining EOPs. The plan format includes a Threat Summaries Annex covering the threat specific hazards that could impact Monterey County and Annexes that include all Emergency Response Plans adopted by the County whether hazard or geographic specific.
OTHER AGENCY INVOLVEMENT:
The EOP Plan revision process brought together representatives of involved stakeholder agencies and organizations who could have a role in preparedness, response or recovery as identified in the plan. The revision process initially began in 2011 under the supervision of a County OES Emergency Services Planner, with the assistance of a contractor from URS Corporation to lead the working group through the planning processes outlined in the Comprehensive Planning Guide 101 Version 2. Further, to meet the provisions of sections 2.68.040 and 2.68.080 of the County Code the draft was then placed on the County OES website with instructions provided to Monterey County Board of Supervisors provide feedback to the Office of Emergency Services and the County's Disaster Council. This draft version of the EOP was further refined by the Emergency Services Manager to incorporate specific program administration roles and functions, relationships and applicability with other plans and to ensure connectivity between the concept of operations and resources available to carry them out. The June 2013 draft was placed of the July 2013 agenda of the County's Disaster Council and received their recommendation for approval by the Board of Supervisors. The draft being presented for Board approval has been through County Counsel review following Disaster Council approval.
FINANCING:
A portion of the EOP revision process was funded as a special project by the FY 2010 Emergency Management Performance Grant. The County's 50% matching funds were contributed by staff time working with the consultant hired to complete the initial phase of the project.
