Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.  Accept and approve the standard Memorandum of Agreement ("MOA") template used to partner with local Community-Based Organizations (CBOs) to provide education to youth, using Evidence-Based Program Models (EBPMs) that provide teens with the knowledge, understanding, and behavioral skills necessary to make responsible decisions regarding risky sexual behaviors; and
b.  Authorize the Director of Health to sign the MOAs with local CBOs using the template in substantially the same form as that which has been presented to the Board, without significant change to its content, subject to review and approval of County Counsel; and
c. Authorize the Director of Health to approve up to three future amendments to the MOAs that do not significantly alter the scopes of work.
 
SUMMARY/DISCUSSION:
In July 2012, the California Department of Public Health (CDPH) awarded the Monterey County Health Department (MCHD) a three-year grant in the amount of $810,154, to implement EBPMs (models that have been proven to change behavior, which means delay in sexual activity, increase in condom or contraceptive use among sexually active youth, and/or reduced pregnancy to the target population with fidelity).  
 
To be culturally sensitive, there are two EBPMs that may be used.  The first EBPM is "CUIDATE" and specifically targets Hispanic youth. This EBPM uses culturally and linguistically appropriate materials and activities to show and emphasize core Latino cultures values specifically familialism and gender role, and how those are consistent with safer sex behavior.  "CUIDATE" also incorporates activities that increase knowledge and influence positive attitudes, beliefs, and self-efficacy regarding HIV sexual risk-reduction behaviors, while modeling and practicing the effective use of condom.
 
The second EBPM is "Be Proud! Be Responsible!" and targets a diverse population.  The goal of this EBPM is to help young people change behaviors that place them at risk for HIV, STDs and pregnancy. The curriculum is intended to delay initiation of sex among sexually inexperienced youth, to reduce unprotected sex among sexually active youth, and to help young people make proud and responsible decisions about their sexual behaviors.
In September 2013, County Counsel, Risk Management and the Auditor-Controller approved an MOA with Soledad High School to provide services using one of the EBPMs.  The MOA is almost identical to the proposed MOA template.  MCHD has identified several other CBOs to partner with, and wishes to use the proposed MOA template to establish these agreements.  
 
Due to the necessity for approval of a non-standard county agreement, MCHD is requesting that the Board of Supervisors approve this MOA template for use to establish MOAs with local CBOs.     
 
OTHER AGENCY INVOLVEMENT:
County Counsel, Risk Management and the Auditor-Controller have reviewed and approved the MOA template as to legal form, liability and fiscal provisions respectively.  A copy of MOA template is on file with the Clerk to the Board.
 
FINANCING:
There are no fiscal provisions associated with the MOA template in this requested Board action. Services provided to local CBOs by the Health Department are fully funded by the California Department of Public Health through its Maternal, Child and Adolescent Health Division. There are sufficient appropriations included in the Health Department's Public Health Bureau (HEA003-8124) Adopted Budget for Fiscal Year 2013-14.
