RECOMMENDATIONS:
It is recommended that the Board of Supervisors:
a. Find that the Modular #3 District Attorney - Tenant Improvements, 320 Church Street, Salinas, CA, Project No. 8778, Bid Package No. 10405, is Categorically Exempt under California Environmental Quality Act Guidelines, Section 15301 (Existing Facilities);
b. Adopt Plans and Special Provisions for the Modular #3 District Attorney - Tenant Improvements, 320 Church Street, Salinas, CA, Project No. 8778, Bid Package No. 10405;
c. Authorize the Director of Public Works to advertise the "Notice to Contractors" in the Monterey County Weekly; and
d. Direct the Director of Public Works to file a Notice of Exemption under California Environmental Quality Act with the County Clerk.
 
SUMMARY:
Staff is seeking adoption of Plans and Special Provisions and authorization to proceed with the advertising for the Modular #3 District Attorney - Tenant Improvements, 320 Church Street, Salinas, CA, Project No. 8778, Bid Package No. 10405 (Project).  The bid opening is set for May 1, 2013, at 2:00 p.m., in the Board of Supervisors' Conference Room 1032, Monterey County Government Center, 168 West Alisal Street 1st Floor, Salinas, California 93901.
 
DISCUSSION:
Scope of work to be done includes the demolition of approximately 3,235 square feet in Modular Building #3 of an existing courtroom, judges' chambers, a restroom and a jury assembly room.  Improvements to the space include ten new offices, workstation areas, waiting room, staff support area, uncovering security blocked windows, removal of the exterior inmate cage entry, rework of mechanical supply and returns, and new power and data connections.  Staff anticipates the project to be awarded and in construction the fall of 2013.
 
The new offices and improvements will accommodate the move of the District Attorney's Victim's Unit from the Annex as well as the positions that support the Traffic Safety Grant.  
 
Staff finds that the Project meets the criteria for Categorical Exemption to California Environmental Quality Act (CEQA) under CEQA Guidelines, Section 15301 (Existing Facilities).  
 
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel, Auditor-Controller, and Risk Management have reviewed and approved the Special Provisions as to form and legality, fiscal terms, and insurance provisions, respectively.  
 
FINANCING:
There is no impact to the General Fund as a result of this action.  On January 15, 2013, the Board of Supervisors approved a modified list of capital projects to be funded in FY 2012-13 out of Fund 404, Unit 8174, Appropriation Unit RMA015, of which this Project was included was in the amount of $776,000.
