a. Approve and authorize the Acting Director of the Department of Social Services to sign Amendment #1 to Agreement No. A-13980 with Meals on Wheels of the Salinas Valley to provide home delivered meals and nutrition education to homebound seniors in Salinas, North and South County regions of Monterey County, adding $54,305, increasing the contract total to $336,980; and
b. Authorize the Acting Director or the Director of the Department of Social Services to sign up to three (3) amendments to this Agreement where the total amendments do not exceed 10% ($33,698) of the current amended contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Acting Director of the Department of Social Services to sign Amendment #1 to Agreement No. A-13980 with Meals on Wheels of the Salinas Valley to provide home delivered meals and nutrition education to homebound seniors in Salinas, North and South County regions of Monterey County, adding $54,305, increasing the contract total to $336,980; and
b. Authorize the Acting Director or the Director of the Department of Social Services to sign up to three (3) amendments to this Agreement where the total amendments do not exceed 10% ($33,698) of the current amended contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
Meals on Wheels of the Salinas Valley has been providing support to homebound older adults for more than 33 years. This invaluable service allows fragile seniors to age in place and continue to live in their own homes for as long as possible. It is anticipated that 50,000 meals will be delivered in the Salinas, North and South County regions of Monterey County by June 30, 2019.
Due to an increase in Federal funding, this agreement is being brought for approval to be amended to add $54,305. This increased funding will allow a greater share of the cost for the congregate and home-delivered meals.
This revised Agreement is in alignment with the Federal Older Americans Act (OAA). The increase in the contract total is due to an increase in federal and state funding available through the California Department of Aging.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.
FINANCING:
Funding is provided by the Older Americans Act and the California Department of Aging. Sufficient appropriations and estimated revenues in SOC010 are included in the FY 2018-19 Adopted Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by providing outreach and supportive services to seniors.
