Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Hartnell Community College for $173,106 to lead an Independent Living Program for current and former foster youth ages 14 to 24, retroactive to July 1, 2017 through June 30, 2019; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this Agreement, where the total amendments do not exceed 10% ($17,310) of the original contract amount, and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The Hartnell College Independent Living Program (ILP) is a program that serves the needs of eligible current and former foster youth ages 14 to 24.  The program emphasizes the four ILP domains: education, employment, finance and daily living skills.  Hartnell will lead this program in partnership with the Monterey County Department of Social Services (DSS) and Monterey County Probation.   This will be accomplished through shared oversight, development and implementation regarding the programmatic, social and individual needs of youth transitioning to adulthood.   The scope of these responsibilities is multi-layered to include administrative tasks, curriculum development, event planning, daily life skills training and supervision/mentoring of Transition Age Youth (TAY).

 

The Hartnell College Independent Living Program collaborates with many County departments, local organizations and businesses such as: the Department of Social Services, Monterey County Probation Department, the Epicenter, Peacock Acres, the Monterey Youth Employment Program, Monterey Rape and Crisis Center, United Way of Monterey County, Sun Street Center, Calvary Church and others. Thus far in FY16-17, ILP has provided 41 interactive and informational sessions. A total of 62 non-duplicated youth were served, ages ranging from 14.5 to 21. All program goals have been met or exceeded with the program receiving great evaluations from youth participants.

 

Along with this ILP contract, DSS also holds an additional contract with Hartnell Community College for the provision of caregiver and community partner trainings.

 

This Agreement was delayed in being brought forward for Board consideration prior to the term start date due to Contractor’s delay in returning the Agreement to County.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

 

FINANCING:

This Agreement is funded with Federal Social Services revenues and Realignment funds. Sufficient appropriations and estimated revenues are included in the FY 2017-18 Adopted Budget and are anticipated to be available for the life of the Agreement and will be budgeted for in future fiscal years. There is no impact to the County General Fund contributions.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing DSS to partner with Hartnell Community College to provide hands-on, experiential and classroom training to ILP eligible current and former foster youth ages 14 to 24.
