RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health to sign Amendment No. 2 to Agreement A-11772 with the Alliance on Aging for the Senior Peer Counseling Program that provides mental health intervention, support and referral services to older adults.   Amendment No. 2 extends the term from June 30, 2012 to June 30, 2013, revises the Program Description and Payment Provisions, incorporates the new Exhibits H and I, and adds $138,000 for FY 2012-13 for a revised total Agreement amount not to exceed $318,780.
 
SUMMARY/DISCUSSION:
The Alliance on Aging administers the Senior Peer Counseling (SPC) Program, providing mental health intervention, support and referral services to older adults suffering from depression, anxiety, loss, isolation, and other stressors.  The Health Department, Behavioral Health Bureau, has contracted with the Alliance on Aging for these services since September 2007 and is requesting approval of this Amendment to continue the SPC Program in Fiscal Year 2012-13.
 
The proposed Amendment No. 2 will provide continued funding for senior outreach and peer counseling services with a particular focus on underserved Latino older adults.  The SPC Program also assists with access to community resources and facilitates support groups that foster emotional support and encouragement for older adults, especially those who may be at risk of requiring acute psychiatric inpatient care, residential treatment, or outpatient crisis intervention services.  This Amendment No. 2 will assure continuation of the program for one additional fiscal year for a revised maximum total Agreement amount of $318,780 for the period through June 30, 2013.
 
This Agreement contains the County's standard 30-day "no cause" provision (Section IV, B) and an additional defunding provision (Section IV, D) which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
 
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed this Amendment No. 2 Agreement A-11772 and concur. Amendment No. 2 Agreement A-11772 is on file with the Clerk of the Board
 
FINANCING:
This Agreement is funded by Mental Health Services Act funds.  The funds for this Agreement ($138,000) are included in the Health Department's Behavioral Health (HEA012, Unit 8410) Fiscal Year 2012-13 Recommended Budget.  Approval of this action has no impact on the County General Fund.
