Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize and approve the County of Monterey Correctional Facility Projects to replace kitchen refrigeration compressors and repair refrigerator doors, install washer and dryer, replace rain gutters, repair water softeners, and install new automatic generator transfer switch  as detailed in Attachment A; and

b. Authorize and approve a request to reallocate an estimated $55,000 in unused remaining balance from completed Sheriff capital works roofing projects, appropriated in FY 2021-22 Fund 402, to cover the cost for the Correctional Facility Projects as detailed in Attachment A.

 

SUMMARY/DISCUSSION:

Sheriff’s Office has worked in collaboration with the County Facilities to evaluate the various repair need of the County Correctional Facility as summarized below:

 

Replace Kitchen Refrigeration Compressors and Repair Refrigerator Doors: $420,411

Install Washer and Dryer: $51,478

Replace and Install New Kitchen Gutters: $50,681

Repair 3 Main Jail Water Softeners: $35,137

Replace & Install New Automatic Transfer Switch (ATS): $217,235

 

Total Cost: $774,942

 

The Monterey County Jail serves three meals a day for approximately 900 people daily. The jail stores perishable food and prepares special diets for medical diets. The refrigeration units in the jail are close to 30 years old and were the originally installed units when the kitchen was built in the late 1990’s.  Staff complete laundry exchange for the Monterey County Jail for all inmates in the jail 2-3 times a week. Laundry services, due to the size of the population, take place seven days a week.  The request is to complete the install of new washer and dryer. Both projects support mandatory service requirements at the Jail and must be completed. 

 

Current kitchen cutters, located outside of the kitchen area are damaged and must be replaced. The lack of sufficient cutters has led to water damage, to include corrosion to side of building wall and ground.

 

The three water softeners minimize the damage to jail-wide water systems by hard water to an aging water system.  Corrode piping in the jail has led to numerus leaks throughout the facility. Water softeners were installed to address this issue, this request is to repair the existing softeners.

 

The New Automatic Transfer Switch is needed immediately due to the need for emergency generators for the jail. Any delay in the return of power to the facility creates a danger for staff and inmates in the jail. The current situation requires a manual switch be thrown outside the facility; this constitutes a dangerous delay in operations.

 

The repairs will largely be funded from the remaining project balance of the Sheriff’s roof projects. The roof projects came under budget and due to the emergency of the projects, the Sheriff’s Office requests that the Correctional Facility Projects are funded with the unspent funds.

 

OTHER AGENCY INVOLVEMENT:

County Facilities staff have advised on the nature and condition of the proposed Correctional Facility Projects and arranged contractor review and cost estimates. The Board of Supervisors Capital Improvement Committee supported this request on March 14, 2022. The Board of Supervisors Budget Committee supported this request on March 30, 2022.

 

FINANCING:

Facilities provided estimated costs for the various repairs and replacement needs at County Correctional Facility as detailed on Attachment A for a total cost of $774,942.  Due to a sense of urgency to accelerate these repairs and replacements, the Sheriff’s Office is requesting reallocation of unused remaining balances from the Sheriff roof projects (reroof at 1410 Natividad and replacement at 1414 Natividad) completed under budget in the amount of $55,000.  This requested action will leave an estimated $478,277 in the Sheriff’s capital works roofing projects, previously appropriated in FY 2021-22 Fund 402. The remaining unused project funds will be used in FY 2022-23 as part of the financing source for the following year’s project costs. The FY 2022-23 recommend budget will fund the project costs financed by the Resource Planning Fund 478, Building Improvement and Replacement Sub-Fund in the amount of $719,942.  This requested action will leave an estimated $9,704,734 in the Building Improvement and Replacement Sub-Fund. The Building Improvement and Replacement Sub-Fund is a component of the Resource Planning Internal Service Fund (ISF). This unit is composed of the allocation of the depreciation overhead recovered through the County’s annual Countywide Cost Allocation Plan (COWCAP).
