RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt a Resolution to amend the County of Monterey Parks Commission Bylaws by adding an “At-Large” member who resides within the County of Monterey and has relevant experience in parks, open space and recreation management and/or operations.
SUMMARY:
Parks Commissioners requested the County of Monterey Parks Commission Bylaws be amended to add an “At Large” member who resides within the County of Monterey and has relevant experience in parks, open space and recreation management and/or operations.
DISCUSSION:
On April 26, 1966, the County of Monterey Board of Supervisors established the Monterey County Parks Commission (Resolution 66-185), and was amended on July 29, 1980 (Resolution 80-430), August 28, 1990 (Resolution 90-497), April 24, 2018 (Resolution 18-048), and June 8, 2021 (Resolution 21-160).
In recent years, the Parks Commission has had to cancel serval meetings due to a lack of quorum. With six current members, the Commission requires four members to convene. Increasing the membership from six to seven will maintain the quorum requirement at four while reducing the likelihood of meeting cancellations.
During the August 7, 2025 Parks Commission (Commission) meeting, Commissioners requested the addition of an “At Large” member who resides within the County of Monterey and has relevant experience in parks, open space and recreation management and/or operations to the Commission. At the October 2, 2025 Commission meeting, Commissioners supported staff’s recommendation to amend the Commission Bylaws to add an “At Large” member.
The proposed amendment to the Commission Bylaws revises Section 2, Membership, to add a new subsection, establishing b) One “At Large” member who must be a resident within the County of Monterey and has relevant experience in parks, open space and recreation management and/or operations. The existing subsection (b) is re-lettered (c).
Staff requests the Board of Supervisors adopt a Resolution to amend the County of Monterey Parks Commission Bylaws to incorporate this additional At-Large member.
OTHER AGENCY INVOLVEMENT:
Parks Commission approved staff’s recommendation. Office of County Counsel reviewed the Resolution draft and approved as to form.
FINANCING:
Public Works, Facilities and Parks (PWFP) provides staff support to the Commission, and staff time for preparing this report is included in the FY 2025-26 Adopted Budget. Adding one At-Large Commissioner may result in a nominal increase in reimbursable expenses (e.g., travel to and from Commission meetings), which will be absorbed within the existing Commission budget. No additional appropriations are required.
